If you open Tiles.dll with ResHacker and expand 85 under GIFS, then under 1033 you'll see an image with 11 rectangles in two rows at the top.  They form an animated gif when there is a nuclear meltdown.  If that is a strong possibility in your scen, then it'd be

 . It would make for a large range of possibilities if a scenario designer was so inclined to make use of this fuction. It would be great in this scenario to see a roaming band of thieves pillaging and setting fires to a city in place of a nuke, though it would be a pretty intensive undertaking to make that animation I think.
