If you open Tiles.dll with ResHacker and expand 85 under GIFS, then under 1033 you'll see an image with 11 rectangles in two rows at the top. They form an animated gif when there is a nuclear meltdown. If that is a strong possibility in your scen, then it'd be to edit those frames.
Ahhh, the nuke animation. Hmmm, well, I think a set of small fires could depict a prison escape. The pollution tiles would be represented by some little skull and cross bone flags to signify some "Roaming Band of Thieves". Maybe I'll take a look.

It would be great in this scenario to see a roaming band of thieves pillaging and setting fires to a city in place of a nuke, though it would be a pretty intensive undertaking to make that animation I think.
IIRC, I cheated and downloaded an animated GIF of a waving flag for EA, then extracted selected frames. The palette is limiting, but theoretically, ResHacker frees you of that restriction. Never tested that, though.
eh, no dice. I can edit the graphic into the dll, but when it runs the graphic is just a black square. I don't know if it's because of reduced bytes or because the file is just changed... Has anyone gotten anything to appear? I've used the same palette, etc.

• Open it with RH. You should see two panels: tree on the left and gfx panel on the right.
• Expand the tree, and click on GIFS/85/1033. I think you should see the 11 nuke panels against a pink background.
• To replace a gif, select Action|Replace Other Resource from the menus. Open your new gif (87, noninterlaced).
• Once the gif is selected, more input boxes appear.
• Enter GIFS into resource type (it's case-insensitive)
• Enter the resource number of the panel containing the image you want to replace. It's the two or three digit number linked in the tree to GIFS.
• Enter 1033 for language. Merc says that means Inglelish. All of Civ2's dll use 1033.
• When the replace button is enabled, click it. You should see the new image. If you don't, do not save. The dll is possibly corrupted, causing a time consuming crash in ToT.
• If the file has been replaced, you should be able to save the dll and see the change in ToT.

If the subject isn't settled, why not use The Trading Company wonder as the Roman Senate. That way Rome can be well developped but not insanily expencive.
Well, I would like to keep the empire spanning wonders to a minimum for the Romans when they start. Since the scenario will be based around the Romans and is the most likely civ for a player to control I want to make it hard for the player to expand. Adam Smith is just to useful to use from the start. As I think was covered before, the wonder gives to much of an edge.
