Not much can happen, you say ???? This is the most important stage of the game ! This is the Era of the Butterfly Effect ! When an Advanced Tribe can instantly double your population.
Hittites: Not much happened. Horsemen from a hut join our merry band.
Babylon: Brave swordsmen defeat a barbarian town, providing fresh slaves for the fields near Ur and for the King's harem.

Dario: We didn't talk about that - why didn't you bring it up before we started? . We talked a little about changing the scenario in other ways, but in those cases we decided to play the scen as it was designed (and this is more convenient for people playing in both Game #1 and Game #2).
IMO we shouldn't change rules in mid-game, especially if the change helps one civ more than another (IMO this would help slow-growth states in the North more than the grassier Egypt, Assyria and Bablylon).
I haven't thought much about whether it would improve the scenario, but unless the other players feel strongly about making such a change, I'd rather not.
