When you discover Colonial Imperial Rule then you have one opportunity to go to revolution and change to Imperial Rule after the Anarchy period, also you should calculate the Oedo (or something like that) year to reduce the anarchy time to its minimum, in my case 0 turns and not one city went to anarchy
