Okay here's @DISORDER. It's in Googlais , but it should give you an idea of the layout and message.

Btw, this newspaper was a thorn to the British administration. It frequently reported on inconsistencies between colonial policy and Khedival government. One theme was corruption and poor conduct of the police, which was underpaid and occasionally prone to make ends meet by less-than-honorable means.

My knowledge of French is limited, but that looks fine to me...

One thing about the capitalization, though. In English you capitalize most words in headlines, but in Dutch that's not the case. In Dutch only the first word is capitalized.

I don't know how it is in French.

(...) A quick look at some online French newspapers that they do the same as the Dutch...

Of course, it all kinda depends on how far you really need to go with this.

As Mercator said, you shouldn't capitalize every word as you did!

Here is how it should be:

First line is alright!

La garnison du Caire se mutine!

Des saboteurs coupent toutes les communications avec la ville!

Les Européens assiégés se réfugient au Club Sportif!

The British equivalent is actually "District Administrator". Is there a better term than 'province'?

Yes, district!

So you might write "L'Administrateur du District"
