I cheated up more units to increase the isolated stack to 100 and then had Rome actually built 60 more for a total of 2160. No problem.
Everything looks perfect except that the number of the last unit built is about 30 higher than it should be. If there are 2161 units in existence, the next unit built should be number 2162. Instead it is 2192. As long as this is not an indication of an underlying problem, it is of no consequence.
I repeat, this is an amazing development.
I suppose it could also be done with Civ2.exe for the CIV II Multiplayer Gold Edition. Hope??
Has anyone tested whether there is a limit to this new patch? Exceeding 2048 is great, but if there is a new limit (say, 4096), it's a sure thing that someone will eventually write a scenario bumping up against that limit.
Also - is this patch a variant of the 1.1 patch? If I patch it to my No-limits ToT, will it still be no-limits?

I made a copy of Skyer's TOT.exe and saved it to desktop. The original stayed in the TOT folder. Then I installed the TOT 1.1 patch and used a hexeditor to compare the desktop file with the newly patched one. The two files are identical.
This means that Skyer's file has already been patched because the 1.1 patch significantly changes a TOT.exe file. So, I think that you can safely replace your TOT.exe with Skyer's no limits file. Afterwards, I did restart my computer, but that may not be necessary.
Has anyone tested whether there is a limit to this new patch?
I'll be damned if I'm going to have my left hand holding down SHIFT + F1 while the right index finger is beating a drumroll on the mouse in order to create more #@$% units. 2000+ is enough. The mouse is threatening to go on strike, my index finger has been in traction ever since and lord knows what condition my carpal tunnel is in. Maybe someone who needs therapeutic index finger exercise can investigate the absolute limit.
What is hopeful is that Skyer has had to make relatively few changes to the TOT.exe file. 13 locations involving a total of ~60 bytes are changed to remove the units limit for TOT. It is likely that the changes needed for MGE would be of the same order. It sure would be nice to play Red Front without running up against the units limit.
Also, I think that MGE would benefit more than TOT from no limit units because the only way to make impassable terrain in MGE is by the use of units.

Is there any chance that you could also make CIV2.exe into a no limits file? Please let us know what file(s) you would need to do this.
Agricola, do you think you might have the time to write a detailed manual on how to employ Skyer's new download?
He's worked on so many different options now that I think it might be good for someone in the community to explain fully the pros and cons on using the files, how to make them work, and what possible uses they might have. This manual can then be added to the wiki for future use.
and extract the single zipped file in some appropriate folder X, e.g. “TOT NO UNITS LIMIT”. The extracted file will look exactly like the TOT civ2.exe file in your main TOT folder . . . . the TOT icon followed by "civ2".
2. Make sure that you have the TOT 1.1 patch installed. If it listed among the programs in START/CONTROL PANEL/ADD OR REMOVE PROGRAMS, it is installed. If not, get it and install it.
3. (Optional) Save the existing TOT civ2.exe file in your TOT folder by renaming it, e.g. civ2ORIGINAL.exe . If, for some reason, you decide that you don’t want the no units limit version, this will allow you to restore the original without having to reinstall TOT.
4. Open folder X, copy the TOT civ2.exe file and paste it into the main TOT folder.
5. Delete existing shortcuts to TOT civ2.exe, make any new ones that you want and restart the computer.
Feel free to edit the above as you consider necessary. I did take the 2160 unit save, disbanded 200 units and then build the total back to over 2048 units several times. There was no problem with crossing the old limit several times with the same game. So far, so good.
