Yes, welcome Marcelo!
civ2 still has a lot of surprises to give us, it is not an engine that is entirely used at all, many times we find something new to improve and implement. gfx artist, scenario designers, tool builders, mp and pbem players which uses all the job of the people. it's quite fantastic.
And we see that still people like Jim Panse are releasing Webs exclusively for the Civing development!!!!
keep on civing!!!! ( civ2 of course )

Maybe you're looking at a cached version? ... Ah... upcoming.htm does exist. But the link points to upcoming.html
We're not really missing much yet, it seems.
Edit: Oh wait, it's the "Upcoming..." link at the bottom of the page. The link at the top of the page does work.
