The loaded transport generator has been incorporated but I had to delete negotiations to make room for the double terrain change events.

Problem is... the Americans are typically sneak attacking in 1939 or thereabouts and there is no way to dissuade them.

Is there any difference if you start off the game with the Statue of Liberty (as it is now) or build it after the game starts?
