I can no longer run civ 2. If someone has the inclination, I fixed this mod but never posted.
1) Make all mounted units unavailable but leave them in the events and eliminate them from the map.
2) Fairline was right, lower all defense by 5 points for ground units and the battles work fine.
3) scrap the special government of Sparta rules and this means adjusting the first special Sparta unit with a barb unit in the units gif.
4) Eliminate all barbarian units outside of cities.
Should work fine and done- enjoy.
Key to this mod is trade and more trade.
