For the love of god Steph YES!!! The future of Civ II lies in ToT now, as the limits of MGE are just too great even for designers of your calibre. Another 18 units slots.... not to mention that with these units you need not worry about the old MGE pallet.
Honestly Steph, we here owe allot to the likes of you, Curt, HT, Eivind, Pablo and Gareth for taking MGE as far as it could be taken and beyond. But now.... a new world is waiting to be conquered, a world of uncharted wonder and mystery, a world that holds more potential than MGE ever could have in its designers best dreams.
That world..... is the world of ToT.
Honestly, imagine all the new units you'd be able to add. Plus, you can have more cities in ToT can you not? You won't have to sacrifice the cities in Africa so you can have them in Mexico instead. Meaning there will still be plenty of cities for an effective African war as well as in Latin America.
i posted some improved versions of my t-35 and 2 of my generic 30'sish tanks at cdg in your blood and steel v2 preview thread, my t-35 would be really cool in your scenario, extreme attack and poor defence

A more modest, realistic, and achievable goal is to encourage the idea that one may be mistaken. Doubt is humbling and constructive; it leads to rational thought in weighing alternatives and fully reexamining options, and it opens unlimited vistas.
The best you can do is move it up or down a bit with CivSprite (ask Boco) or remove it (with SpriteGen). Alternatively you could reduce its size to just the health bar and a small space for the unit orders (Catfish has done this nicely) and then include a shield or so separately as part of the unit graphic itself, or use CivSprite to add a civ-colored "mask" to the unit itself.
Oh, and Sarsstock: no, you can't have more cities in ToT.
