The dull orange civ is the British commonwealth -
A widespread power that represents the 40+ other nations of the Alliance.
And keep in mind that the UK claimed 1/4 of the world in 1939.
I had two choices -
1. What I had previously done, make a gigantic British allies civ;
This would become over-powered later on in the scen.
2. Create a scaled-down Allied civ, comprising many nations.
This would keep the power balance equal.
Note:
In the latest changes, I have given back certain capitals to the general commonwealth.
I had the idea of giving the Brits some control over crucial areas,
but now have scaled this back to cities that are definite UK critial regions:
Gibraltar, Eqypt, Iraq and some others.
The Commonwealth civ has not got the powerful air units of the Brits.
This keeps them from becoming a total late-game aerial nightmare.
That job is reserved for the UK and USA civs!
