Could we use this program in the Red Front for ToT project so that it would auto-cycle between summer and winter?

If all swapping happens on fixed turns then yes.
CivSwap doesn't work when the file swapping needs to happen on variable event-dependent turns.

Sounds good. RF uses bat files to switch to winter terrain and back to summer at fixed monthly turns every year.
