I get an error when I start the scenario:

Does anyone know what might cause this? I've had this with another WWI scenario too before
I'm using PC MGE and I extracted all the files in the zip to 'E:\Games\civ2gold\SCENARIO\Kaiser'

You'll get that error if you try to run some scenarios on Win2k/XP without installing the latest Civ2 update. Get it from CivFanatics and then try running Kaiser."Paul Hanson, you should give Gibraltar back to the Spanish" - Paiktis, dramatically over-estimating my influence in diplomatic circles.
