Usually Camels are a good build, but Central City produces over 33 shields, so camel building is wasteful. That was my thinking, at least, although I built a lot of camels in 2 wasteful turns anyway.

I'm not sure if Zedd should receive the RCC here for actually starting the Tower, and not just churning out caravans or units to re-home, or if Rasputin is to blame for actually rushing it with camels, rather than waiting for a more worthwhile wonder.

I have volunteered to spend some time at the Institute

However, to clarify, there were MANY camels made and in produtction so building any wonder should not have been a problem, however by building a camel in central city you waste 18 shields every other turn, therefore I felt it best if the cities set up as camel producers did thier job, and central got a head start on the next WOW. Unfortunately the tower was the only WOW available at the time.

And did I read correctly, that Raz delivered a caravan for 12 gold? Twelve!?!?!? Why bother? Surely it would have been better to save all the camels until they could turn into wonders or get to worthwhile delivery spots?

Dont think they have Espionage yet - they were working on Tactics. Diplomats might be useful, though, and the city is making 33s.
