Regarding the double move - one rule being proposed for the democracy game is that if you are at war with another civ, you need to give them at least half the turn time to make their move. In other words - if you were at war with Germany, and you were the last player to play your turn, you could not make your next move until either a) Germany played, or 12 hours is up (assuming a 24 hour turn timer).
This seems like a reasonable allowance to make. It still leaves the early game scout rush to a hut, or settler rush to a prime spot - but I haven't seen much of that happening in the pitboss games I have been involved in.
