If I put the mod in the Documents\My Games\Beyond the Sword\MODS folder, it shows up in the Load a Mod dialog. If I put the mod in the Program Files (x86)\2K Games\Firaxis Games\Sid Meier's Civilization 4 Complete\Mods folder, it doesn't. I've tried exporting the files directly to the Mods folder and tried storing them in their own "Destiny of Empires" folder, but either way it doesn't seem to like it.

I found a few threads about this error, I'm not sure what will work for you two, but check these out:
I see this message in messages now close to 2 years back. They don't seem to appy in my situation. (I am running NTFS.) I recently installed BTS. I wanted to play the GOTM 26 for Vanilla. Clicked on the save file to load - had to change disks (BTS was in). Second time, it started, but...

Crap, you've got all sorts of problems. Does the mod work now? You can boot up the game no problem? That's a step forward at least.

No no, when I type in the IP in direct IP connect, it says that I could not join the game. Ergo I can't even enter the game lobby to pick russia like I could before (although before once I actually did that and it loaded it came up with an error, that presumably should be fixed now)
My presumption is, that its because all the spots are filled and that since I re-installed it counts my attempts to log in as a new player.

Irrespective of this though, I put a password on Russia, so if this problem turns out to be unresolvable before the turn ticks over I can just give the password to someone who can get in so they can play the turns out either until the problem is fixed, or indefinitely if it turns out that in re-installing I have forever divorced myself from the game
