So, player A says:
1. Inca
2. Maya
3. Aztec
Player B says:
1. Inca
2. Aztec
3. Germany
Player C says:
1. Maya
2. Germany
3. Aztec
Play D says:
1. Maya
2. Aztec
3. Germany
Then:
A and B flip for Inca, B wins, so B is Inca.
C and D flip for Maya, C wins, so C is Maya (A is not considered b/c Maya was a lower choice for them)
Then, Maya being removed, A's next is #3 Aztec, while D's next is #2 Aztec, so D gets Aztec, and A gets the remaining civ, Germany.
So, player A says:

Player B says:
1. Inca
2. Aztec
3. Germany
Player C says:
1. Maya
2. Germany

Play D says:

Then:
