Gifting cities to civs that aren't involved in the war opens a can of exploits and is therefore not allowed by the rules.
Players can give cities that are about to fall to another civ so that the agressor can't capture the city anymore, unless he declares war at that other civ.
It's in the rules.
It would apply to what the Aztecs did as well, even if it's a liberation b/c of the same reasons. As far as I'm aware, America and the Turks are at peace, so if the Aztecs liberate a city, then the Turks have no option to re-capture the city. Especially not if it's during the 10 turns forced peace period.
