Yikes, you've used up 6 of your 8 vouchers already? I hope you plan to stick with the game till the end, cause blowing through all your vouchers and then abandoning the civ puts your replacement in a pretty crappy spot.

1. The rules have been carefully crafted and balanced even if at times they aren't intuitive.
2. The problem comes when folks assume what is going on regarding vouchers, rather than actually spell it out.
3. That problem comes when people offer trades in game without have talked through PM.
For example, I have seen people offer a tech for nothing. What I guess they haven't realised is that that would also means that they would pay a voucher as well. The rules are very clear. If A gives a tech to B, then A also pays a voucher (since as 4a says: "4a. Trading away a tech costs 1 voucher"). So if someone just offers a tech ingame - take it friends, since you get the tech and they pay the voucher!
Of course they may have thought it was implied that you paid the voucher (i.e. you gave them a voucher in exchange for the tech, so the end result was that you got the tech and lost a voucher). But implied is no good. If it is offered in game without anything other being said, the rules are clear.
My advice - always discuss in a pm, since you can then make clear the terms. And, for me, the trade should also be part of an in-game relationship with some story attached (or at least constructed around it). I find it really wierd that folks are storying like mad, and yet these massive tech trades are going on, but they never turn up in the stories! Isn't the travellers from abroad teaching you currency, horse riding, or code of laws a good story topic?
I have posted in storys many times about my Nation activley seeking knowledge and trade with all. We dont send secret meesages in PMs but do it in game. We offer fair trades with all . Unfortunalty most of the time we dont even get a no thanks., It is noted by our historians which nations are DIPLOmatic with us and as we are treated so it is written. This type of behaviour has consequences when it comes time for our king to VOTE on who gets Koreas finest.
As with the Brittanians we are trying to trade to get as many techs as we can now.
I seriously see no point in holding back some of the vouchers for later use if it means we fal lbehind further and further. By the time we get to end of game we will be 3-4 Eras of techs behind. so in relaity would end up trading for the same tech i getting now.
No one is going to trade to me STEALTH TECH if i havent even got HORSE RIDING yet !

*someone* lost a voucher. You guys are able to work out who. Generally it is courteous for the recipient civ to spend the voucher, but legally the giver loses it.
