Why do we wait 2 turns? as I remember last time we agreed that the 1 for 1 trade is no longer necessary, voucher free techs can be traded freely.. or not?

A complaint was that some civ had no time to get free techs because it all happened really quickly. When we have a 2 turn delay everybody has a chance to prepare his deals instead of 'the first the best trade'.

Not finished? I think a clear majority was in favor of doing away with the one to one system. I, and others, have been operating under the (correct) assumption that rule was done away with.

I was thinking about the 5-rule change vote we had, which wasn't finished. But I just looked it up (even before I read your post ) and you're correct. The rules on the first page already contain this indeed.

Conclusion: in 1 day all techs from the ren era will also be able to trade for ree.
