I don't think that I have to answer that question. (neither is there the need for a 'payment', as far as I can see)

But to not confuse anybody, this was a deal made before Russia declared war. And it's indeed no freebie for Persia.

Sorry Persia shouldn't have asked that question. It was just too intriguing for me to pass by - so much begging the question 'why?' but this thread is about reporting facts, as you did, its not the place for asking the interesting questions, even if we all want to know the answers.
