The truth is clear - some are just trying to obscure it.
The in game scores which we can all see in game, represent CIV's estimation of who is the biggest/most powerful/more techonological advanced. If the way you want to play is 'see who are the most powerful/successful civs and organise an alliance to gang up on them' (which certainly has merit) then the ones to look at are the ones at the top of the in game score list (Currently England and India, and yes then Byzantium who has recently stolen 3rd from Persia). The only thing to remember is that some people's score is inflated because they have already used their vouchers for tech trade (and tech gives score). So when looking at these you need to mentally add score to those civs who haven't used many vouchers, because as soon as they do, their score will leap (Byzantium has overtaken Persia not because I have grown recently but because I have spent vouchers on tech trades).
The other 'scores' are our votes (well 75% our votes plus 25% from the ingame score). Now call me biased but 'see who are the civs whose stories and attitude we liked most and organise an alliance to gang up on them' is really wierd.
