It's hard to say without knowing why do you want to do it..
This rule is in place because of some easy exploits like:
-Giving away a city which you would lose anyway (forcing your enemy to declare war on someone if He still wants that city)
-lend a city to a more advanced ally who upgrades your troops, draft a more advanced unit there and things like that.

Question:
This is what the rules say:

5. City trades are allowed. Receiving a city back that you traded away in the past 50 turns is NOT allowed, unless requested in the org thread and nobody objects for ooc reasons within 48h.

Anybody having a problem if I give a city to another nation for 1 turn and then get it back immediately? We need to do something. Thanks in advance!

I'll stop the game when I'm home (about 4 hours from now.) then we'll see how it goes.

Russia and Persia needs a war turn order... I assume Persia goes first from now on since I went first in the previous round after Persia had played his turn.
