Nothing has to be proven about double moves: civstat shows the turn order. just as you cannot make a double move in war time (you have to wait for your opponent to move first) including the turn before war into this rule would mean this: you cannot declare war and proceed if the civ you declare war on hadnt played after your last turn. To avoid some complications it was suggested that only that civ counts which territory you send units into in the war's first turn. It's not a hard to follow rule i think.
