Thanks to Rome and Russia for their contributions.
Major kudo to Rome for digging up the Greek/Spartan royal line tree and adding a correct new branch to the line in the spirit of Spartan/Greek royal descendants.

        -Lacedaemon, founded the Spartan empire
-Perdiccas I sided with the Russians during one of the ancient Roman-Russian conflicts.
-Archelaus apparently had a gay thing for Craterus, but some say he was killed by his lover. Invaded Rome to rescue the Russians.
-Craterus, was only king for 4 days, before he was killed by Archelaus' son, Orestes
        - Orestes was in charge during the great war with Korea & Maya.
-Menelaus II conquered the Mayans (and their Korean territory), he was assassinated at the Satricum peace conference, he had an unnatural lust for fish. He also vassalized Japan and led Greece during the first war over Piercia. (he was a busy guy!)
-Alexander II started the ill-fated war against Rome & Russia.
-Archelaus II was sent to take over the throne by Rome and end the war.

So the world thinks. But Roman secret records from teh ancient corrupt senatorial regieme show that there never was a first Roman-Russian war. It was a phoney war created by Roman and Russian leaders together, to trick the Portuguse, in preparation for the Roman attack on Portugal. (Roman Portuguese relations being very different in those days). It worked at the time, and indeed it worked so well that when the golden-lipped war-mongering Tribune Hieronymus used the first Roman-Russia war as a justification for the second Roman-Russian war, nobody, not even the Russians, pointed out that the first war wasn't a war at all but a propaganda exercise, and the much bewailed Russian destruction of Mediolaneum was actually arranged by Rome as a smokescreen, to keep Portuguse eyes elsewhere. The leaders in the ancient and medieval period were so untrustworthy.

Modern man calls walking more quickly in the same direction down the same road “change.”
The world, in the last three hundred years, has not changed except in that sense.

              Proclamation from Rome

              Rulers of the World

I am Cleopatra, only child of Marcus Aurelius, Custia of the Roman People.

The Roman government has been in great turmoil in recent years due to the short-sighted policy of certain powerful men, no longer with us, who tried to use the excuse of my gender to oppose my taking on the role of Custia in my father's foot-steps. Their position was illogical and contradictory, at one moment arguing that the office of Custia was an affront to Roman democracy, at the next rejecting the principle of universal suffrage (enacted as one of the final acts of my father) by claiming that a woman could not hold important office.

It is a testimony to the hard-working Roman spirit that throughout this period of turmoil Roman industry and commercy has continued to flourish. The paralysis hit more foreign and miliary policy, the areas of responsibilty of the Custos. I regret any distruption that may have caused the nations of the world.

These elements who opposed my taking over as Custia have now been eliminated and Rome had returned to the stability of government it is famed for.

The world has changed since the days of my father. The Pax Romana is no more. While remaining good friends with our neighbours the Russians and Wynadot, Rome looks to be a independent voice in our troubled world.

Some within Roman society have claimed that a woman cannot lead the Roman miliary; perhaps the same view is expressed internationally.

Such men appear to be ignorant of my service as the commander in the frumentarii (the Roman secret service) responsible for co-ordinating the Korean revolt against Spartan tyranny in the recent great war. Few have ever made such a mistake twice.

As I swore at the funeral of my father, the great Marcus Aurelius, Rome will not fail while I am Custia.

                Archelaus II of Sparta,

I am shocked to see that you are in material breach of the terms of the Treaty of Durango.

In that treaty, the land of Samos was assigned to the Japanese, yet it still remains in Spartan control.

Explain and rectify the situation immediately or your actions will render the peace treaty between our nations void.

                Cleopatra Custia of Rome.

To all nations of the world,

I believe that the English Nation has been bribed to defy the United Nations Resolution. It's not in the interest of England to allow nukes because they lack the knowledge to build nukes anyway. Therefore I'm sure that there's a bigger nation behind this that bribed the English, trying to stay anonymous itself.

                  This troubles me a lot.
The world may be on the edge of a nuclear holocaust now.
We should, despite the English defying, ban nukes together.
Therefore I suggest that we as combined nations of the world counter this evil attempt to gain nuclear weapons. A nation that tries to gain nuclear power by abusing and bribing the English to say anonymous itself can't be trusted.

Therefore I suggest that we make a secret pact in which we agree to declare war on any civilization that completes the Manhattan Project.
To keep the participation open for everybody without civilizations being intimidated by bigger powers we keep the membership of this pact a secret.

I invite nations to send me a private communication to agree to join the Anti Nuclear Pact. Your membership will only be known by you and me.
I will keep everyone updated about the number of members. All members are free to leave the pact if the overall number is too low.

When the Manhattan Project has been build all members will immediately declare war on the builder. We will also declare war on Any Nation that builds nuclear weapons once the Manhattan Project has been build anyway.
Weapon inspectors will be send to all nations on earth to verify that no nuclear weapons will be made.

Together we can keep this world a safe place.
I invite all nations on earth to send a private communication to the administration of Greece to join this Anti Nuclear Weapon Treaty.

                  Archelaus II
                  King of Greece

'Working on the process' - it has taken you decades. And the transfer was not 'requested' by the Durango Peace Treaty it was required.

Do not doubt my resolve to take Sparta back into direct Roman rule if you break the treaty which secured Spartan security and independence in the face of your military defeat.

Now is a time for action, not words.

                        Cleopatra,

We want to hand a very secured and productive Samos to the Japanese.
Our Coal Plant has just been finshed, Sid's Sushi has been brought to Samos, now we're working on a few more city improvements that keep the maintenance low for Japan.

Please have some patience with us here.

                            Northern Non-Aggression Pact

                            Tarikatski of Portugal,

In accordance with our diplomatic exchanges, I offer Portugal a non-aggression agreement to reduce tension on Rome's Northern Border. This will come into force when you indicate so publicly, and will last until the end of 1884 (20 years from this announcement) when of course I hope it will be renewed for further terms.

I very much hope you will accept this.

Ozzy had lived a long time, and had seen much. Empires have come and gone. Rulers have been born and died. Still he pressed on. As time continued on he became more contemplative. Thinking of the nature of the universe, his role in it and his own immortality. He thought of his mother, who, mortal, had died thousands of years ago. He found answers and comfort in his faith. The faith of the Metalheads.

The Church of Metal has been intimately tied with the culture of the Metalheads. It is said that of all the great nations of this world the Metalhead culture is the strongest. As a nation tied together through music, art and culture it is perhaps unsurprising their culture is the most widely celebrated worldwide, but it is still reaffirming to be thus recognized.

The faith itself is said to be the second most wide-spread faith on the planet. Fully one quarter of the world's population are adherents of the Church of Metal. Nearly every city on the continent of Meduian has a thriving Metal community. Scattered enclaves of believers can be found in nearly every corner of the planet. This also is an impressive legacy he thought.

He sat and prayed at the holy shrine of Metal in Black Sabbath. This was the holiest spot in the entire Church of Metal world. Even holier than the Holy See in London. After years of control by the Funglish, it was nice, he thought, that spiritual authority was at last returned to the people who originated this ancient and powerful faith.

He prayed and he thought. He thought about nations and the troubling state of world affairs and the terrible technology which was becoming more and more destructive. The Metalheads went on the warpath but once, and achieved an impressive victory that strengthened the nation. Thanks to war the Metalheads were now one of the most powerful nations on the planet, reversing centuries of obscurity. Was it worth it though? The death, the destruction, the cost? He wasn't sure. Were nations meant to control other nations? Was man meant to rule other men? Was authority meant to spread through force and violence? The Metalheads advanced greatly through their conquest, but at what cost? What principles are greater than worldly power and wealth?

He thought again of his mother as he prayed. Would he, someday, die too? Would he see his mother that day? Would she be proud of all he has done? If she were alive, what kind of world would she want to live in? One of war or one of peace and unity?

He stood up and walked slowly out of the shrine. The gorgeous building was built close to the shore. He walked to the ocean and looked out across its seemingly limitless expanse. The sparkling water reflected the orange beauty of the sun as it set. The beauty of the scene before him was as profound as all the alters in all the Metal shrines on the continent. Could the world be made as peaceful and beautiful as the sea?

It was then he noticed an ominous intruder to this beautiful place. Fins sliced through the water. Sharks, the killers of the ocean, roamed near the shore. His mind instantly left the higher concerns of spirituality and contemplated the often muddy realities of this world. Even in a place of calm and peace there was danger. How can the world have peace when nations of sharks still encircle us? Sharks with ever more teeth. Ozzy feared the worst of this world was yet to come.

That day he vowed to prepare for war, but, with all he had, he would work for peace and unity.
