Japan: I think that Rome was honourable-ooc by giving the land to the Maya he did.
He gave more then he took.
Not to mention that I doubt that a position between two fighting world powers (or one soon to be ex-world power) is that good for the Maya. Anyway, he's definitely not cripled.
Please always first ask for clarification before accusing people.
Rome: maybe you should have clarified a bit earlier what the deal was about. With the known paranoia in this game that could've saved Japan from some sleepless nights
