By fake war I mean either pretending you are at war, or declaring war and not actually fighting to make people think you are at war, or actually going to war in a limited fashion to lead people to believe you are at war. Nothing like anything you've described.
All the wars you described were ACTUAL wars fought for bad reasons.

Well I personally move that all military votes for the Vikings and Japanese be revoked for any months that this "war" occured in, and if there is overlap they should lose votes for both months.

1) BOTH belligerents in this war knowingly, and willfully COLLUDED to bring the war about. They PLANNED out (in unison) which tiles and units would be destroyed TOGETHER. Clearly this is not a war, but a coreographed and PRETEND theater.
2) In order to accomplish this, and necessary to accomplishing this goal (also the only possible BENEFIT) of this goal, is a fake storyline and fake reports within the story threads thus gaining votes under false pretenses, votes that they SHOULD NOT HAVE.
3) Also an auxilery to this would be the MILITARY points that they both (I'm sure) receieved based on FALSE PRETENSE.
If you seriously have an example of this thing occuring in another situation, and if you think simply dropping MY name and saying I wouldnt' want to hear it is going to bother me, go ahead. I do want to know what you are talking about, but my point is this; don't be an idiot. You should UNDERSTAND what we are talking about right now, simply fooling somebody or perhaps giving someone the wrong idea is not the same thing as what Japan/Vikings did here. So I am not concerned about your epiphany, because I never did this, and if my allies did it I would certainly be interested in knowing about it.
So by all means MMC, enlighten me.

Let's nog start a huge fight about it.
I agree with The Capo that it's not really good form to collect military votes from a war that never happened.
But I don't think that starting a huge debate about it will fix anything.
Everyone knows what he voted for and everyone can keep this fake-war info in their heads when they vote next time.
Personally I think that the entire "My army is huge and going to conquer the world" game Japan played was impressing. I really thought for a long time that Japan was really impressing. I have no problems giving votes for that.
But please shy away from reporting unit-wins or losses that never happened.Formerly known as "CyberShy"

Well, next time wage a real war. This was really lame.
But to be honest, i suspected that. Well, not really that. But the strategy posts you made really looked like they were only made for getting votes. They didn't look real. Plus it would have been stupid to post your stategy for your ennemy to see.

Again, I personally have no problem with a fake war, especially since there is no rule against it... creating some kind of punishment after the fact or adding a new rule mid game are both unacceptable actions in my opinion unless we have 100% agreement, and I can tell by the posts that there is not even 50% agreement.
In fact it being faked was more impressive than it being real (since if it was real it would have been a lame war).
