NAPs are only good ideas generally when either:
1. You know you are weaker than the person you're making it with, and you're making it to ensure they go after someone else.
2. You are in a position to grow without aggression (have a large land area) and no reason to attack.
3. You want to attack someone else and want to make sure your flank is safe.

If one of those three isn't met, I don't suggest making an unlimited NAP. There's just no benefit, and a lot to be lost (eg bowman rushing dominae )
