Yes. But it may be just the order of things.

It may be better to download DX9.0c April 2007 first, then download the updates patch which is 213(Warlords) and 1.74 (Vanilla).

btw it updates vanilla first, least it did for me.

I agree 100%. The first few times I just clicked on "get patch". I kept getting error loading shader libraries until I updates Dx9. One other small piece of advice is to make a copy of your d3dx9_32.dll file in the warlords folderand put it on you desktop. For some reason the first couple times I loaded the patch it deleted this file. With it on my desktop it was easy to put it back.

In the end I downloaded the Directx_Jun2007_redist.exe update to Windows system and then clicked DXSETUP.exe and it worked.
