Food caravans [aka, allowing cities to use food from elsewhere] are not good for game balance. See Civ2. Local food resources are important to gamplay; it forces the strategic decision of where to found cities, especially when you can't have tons of them.

Yeah, it's so hard to make a decision on where to build a city in Civ4. Seriously, newbies like you are the reason Civ4 sucks. Civ4 attracts people who think they are smart, and yet they think Civ4 is this amazingly deep strategic game.
