Let the whole world see for themselves the Choson’s offensive armies which are gathering in enormous numbers along your eastern border. Let the whole world know what your nation is up against. Bulgaria supports you fully and grows worry of the Choson quietness to respond and explain this buildup. My friend we the Bulgarians can’t wait forever for this, President Purvanov has called an emergency security session to decide on what actions should we undertake.

      England's position on the training exercise is quite simple. We have a hostile army currently entrenched directly outside of one of our cities. Even though our troops have been battle tested, we require a heightened state of readiness, in case hostilities should break out. Shared training is more effective and efficient and Arabia and Bulgaria have long been allies. Since the synergy existed between our nations and our military technologies mesh, it only made sense to conduct our training this way. We trust this explanation will satisfy as the veracity of our words is very easily determined. We will escort your ambassador to Cori to witness Incan atrocities first hand if you wish.

      Our esteemed leader would also ask the great nation of China to address our previous correspondence regarding the UN and the Incan nation. We value China's friendship and hope to continue to work together, secretly or in the open, as we have done so successfully in recent times.

        This is a serious threat unlike any we have faced as a people before. Intelligence Director Bin Laden, inform everyone of what you’ve learned.

        Bin Laden – The Choson have built a massive army just along our border. For centuries we have maintained military parity with our eternal enemy, the vile Choson, but in recent years their military production has outstripped the entire world. Indeed our spies report that the Choson are in a state of full mobilization. Every major factory has been converted from peacetime pursuits to full war production. Tanks, infantry, and battleships are being produced in massive amounts. Their entire economy is focused on the production of military weaponry.

        General Massoud – Tell us more about their current army. Where are they stationed? Have you uncovered any plans?

        Bin Laden – Their entire military sits on our border waiting for the order to attack. Their tank corps is within striking distance of Medina. Our agents haven’t intercepted any direct communications between the Choson leadership but the behavior of the troops leaves little doubt as to their intentions. The training of the tank corps is centered exclusively on city assault. Let me be perfectly clear, this is not a defensive force. This is a force trained for one purpose, and one purpose alone – the conquering of Arabian cities.

        *A grim cloud passed over the room. The supreme military commanders of Arabia sat in silence as they considered the situation. Their faces were pale and taut. Finally the Sultan spoke*

        Mehmed II – Admiral Barbarossa, inform us of matters in the Arabian sea.

        Admiral Barbarossa – The Choson navy is strong and numerous. We cannot match their numbers, but our navy is the best trained in the world. I have fanned out our forces to guard us from naval invasion. The Choson have deployed their forces in such a way as to keep an eye on our ships at all times. Our ships follow theirs, their ships follow ours. It is a tinderbox just waiting for a spark.

        Mehmed II – Have you seen any indication they are preparing for a naval invasion?

        Admiral Barbarossa – Nothing yet. Defending our shores from an invasion by sea is what our forces are training for, but at this point I haven’t seen much indication that they are planning such an invasion.

        Ahmad Ismail Ali, Homeland Security Director – Yes, from Director Bin Laden’s report it does seem that most of their strategy centers around an invasion of Media via land. Our new airborne cavalry have been training for just such a possibility. I believe they will perform admirably in the event of a tank attack. However I can make no guarantees about the defense of Medina. The Choson army is simply too massive.

        Mehmed II – What are our chances if we strike first? If their invasion force is bred for city assault, perhaps they’d be easier to deal with if they were put on the defensive.

        General Massoud – It is an option we have considered, but the defenders in the great wall outside of Koguryo are very well entrenched. It would be a repeat of our great Jihaad against the Choson centuries ago. We simply lack the forces to adequately deal with this threat. There seems to be little standing in the way of the Choson plans to invade.

        Mehmed II – Then a diplomatic answer may be our only option. I hope the New Republic is as devoted to peace as they claim, for their new United Nations will be born in fire as we bring this matter to them. I fear this is our only chance to avert war. I shall send Secretary of State, Yasser Arafat.
        Kon smiled.

        Yung was furious! "What is there to smile about?"

        A flash of menace appeared in Kon's eyes. Yung was still in control, barely, but could now see that the Second Kingdom and its military might was more of a danger to national security than anything else.

        "I'm ordering you to cease all military production and pull back the troops to allay Arab fears. Our strategy to form a solid defence is back-firing. Why are so many of our tanks trained for city attack?"

        Kon was trying to remain calm here. "Father, I have a clear defensive plan. Secure the Choson Wall with defensive units and Artillery. We have NEVER attacked Arabia nor EVER set foot on Arabian soil. All the Choson has ever done is defend the homeland and offer support to our allies who were being attacked by the Arabs eons ago. That attack by the Arabs on us nearly succeeded. No such attack will ever come close to succeeding ever again. He who attacks first will lose the war. My plan, our plan, is that if they attack the Wall our Artillery will weaken them greatly. If they attack in sufficient force and leave Medina less well defended our city attack Tanks will be ready as the second line to make no mistake about ridding the Terra of this evil war city."

        Yung was taken aback, "Clever, yes son, clever. So this is why you have not advanced beyond the wall onto Choson territory nearer Medina?"

        Kon, "Of course, I thought it would make it clear enough that our intentions were not aggressive but the Arabs choose to interpret our buildup in such a way based on their feelings of guilt for past transgressions and religious fanatasism. They shoot first and ask questions later. And this map shows that production has already started to switch to non-military."

        Yung, "But they have spies and are panic striken by the intelligence they are receiving. So much so that a pre-emptive strike by them is a most likely scenario. Therefore, I repeat my orders to you. At the same time we will prepare submissions to the New Republic and the United Nations. We will put our case from a position of peace and trust."

        Kon, "Now that they are a nuclear power I agree that it makes sense to disperse our units throughout the Choson territory, just in case. But it agonises me so."

        Yung, "Why not completely abandon the Wall altogether? Too risky? It would show phenomenal good faith."

        Kon, "Already thought of that. It would tease them out. It would tempt them to show their true colours. It would be the ultimate test for the Arabs. I might just leave a few defensive machine gunners on the Wall itself, possibly a few Infantry too, possibly decommission the Wall altogether."

        Yung, "No! It is a part of Choson legends and culture. Are you completely pragmatic? What is your generation coming to?"

        Kon, "He he, I think we are on the same page Father. I dont think even I could tear down the Wall."

        • To Hua Guofeng Foreign Minister of China

          The Bulgarian side decides not to answer you request for a formal explanation of the joint exercises conducted with our allies. We feel that your request is very pushy and none diplomatic at all. Why should we explain ourselves to you when everything up till know was fulfilled by Bulgaria when it was request by the Chinese. Twice we have honored your request for us to move our military away from the western borders, and what do we get in exchange an increased presence of your own forces at the border towns. We willingly and freely decided to return that city of yours, when you lost it to our cultural influence. Bulgaria has done all in her power to keep our relations with you stable and friendly. All that China has done is to demand and continue to demand explanations for our actions. This is very unconstructive and we kindly ask you our western neighbor to work a bit harder and prove us that you are seeking a peaceful coexistence with us on Terra.

You helped England come to peace with the Inca and that peace you helped broker was made based on certain conditions, now broken. We ask that you back us in our rightful claim against the Inca.”
            Kon laughed his loudest laugh!

            "After everything England has done for us. LOL In our grave time of need it was only the Kushren and the then Vikings that helped us in words or deeds.

            Don't reply to this Father. We never supported the English attack on the Inca. We spoke words of peace yes, but the Indians brokered the vassalage treaty. The English have the strongest two nations in the world as their allies. And for all their power and influence they could not prevent their two friends, the English and Inca, from warring. It was the little Western nations that found peace that day. Already the Bulgarians and Arabs are fully mobilising their combined forces to pro-actively support the English. Why are they not pro-actively brokering peace?"

            Yung, "You have much to learn. I must prepare a submission to the UN that takes account of all of Terra's tensions."

            • As the UN has shown their true colors and snubbed the Arabian request for a special session to resolve the potential Choson-Arabian conflict, Arabia has no choice but to circumvent the increasingly irrelevant world body. Secretary of State Yassir Arafat has announced his plans to present his full report on the menacing military capacity and ill-intent of the Choson to the full Arabian Congress. Foreign news agencies have been invited to broadcast live from the presentation in their respective countries - and Arabia.

                      China wishes to clarify a few points made by Bulgeria. The most pertinent point involves the revolt of Guangzhou. We know full well that England pursued war with Inca precisely because of culture pressures enforced upon their own cities, that would had otherwise incited entire ancient English cites to revolt and defect to Inca. This was precisely what happened when traitorous elements within Guangzhou revolted and defected to Bulgeria. And this is precisely the reason why China is compelled to send in additional troops, against our will, to Guangzhou, to prevent the resurgence of seditious elements. This is to say nothing of the fact that the cultural heritage of Guangzhou was plundered by the destruction of her temples and cathedrals, and not least of all the national Museum located there; these are losses that will take decades, if not centuries, to recoup in material terms, and the cultural loss is incalcuable. Is it any wonder that China still regards our eastern neighbour with wary and fearful eyes?

                      Bulgeria claims that all she wishes is for stable and harmonious relations with China. We acknowledge that Bulgeria did indeed return Guangzhou to us at our request, and for that there is a measure of thankfulness; but it must be remembered that Bulgeria initially welcomed Guangzhou's joining of Bulgeria as a 'liberation'. Unless Bulgeria is able and willing to curb the seditious propaganda that she is even now piping into Guangzhou (and Elephantine, city of our Egyptian allies) from Veliki Preslav and Boyana, we find it hard to belive fully in Bulgerian declarations of good faith - and even more so when such a fearsome battalion of troops still remain on the ready near Boyana.

                      England has seen it fit to build up her forces along the Incan borders due to such concerns. Let it be known, then, that unless the situation proves otherwise, we too have no choice but to build up our security forces in Guangzhou.

                        China appreciates the reasons that England has put forth, and we fully sympathize with such sentiments, given the recent incidents involving our own city of Guangzhou.

                        With regards to England's previous missive, China is willing to provide diplomatic support on the issue of your Western cities, but not before we are able to verify the situation first-hand. Understand that tensions with your military partners preclude us from being able to provide support, and also leaves us highly reluctant to antagonize our neighbours without an overwhelming reason.

                          There seems to be a grave misunderstanding about the current status of the United Nations. China will like to clear this up at once.

                          At present, there is *no* Secretary General present, and thus, we cannot even speak of a proper United Nations per se. To our understanding, the New Republic merely established the apparatus by which the world may meet and discuss weighty matters, in the hopes of reaching for peace; they did not however take the chair, because they wished for it to be open to *all* nations -- which China must add is commendable of them. Thus the reason that the United Nations hasn't responded is but for the simple reason that the United Nations has yet to receive an agreed-upon representative or chairperson for all nations, as the Republic's representative has stepped down with the founding of the coalition.

                          If the nations of the world truely want to seek peace in our time, then we suggest that we set about the business of electing a Secretary General as soon as possible. There is precious little time left.

                            After all we have done, the Chinese are still unwilling to work towards a better future with us Mrs. President. They seem to have a hidden agenda, which I fear has something to do with our nation. My advice is that we should stop trying to work so hard in proving our friendliness, we have spend enough time and resources already and with no effect, and for what they are not assisting at all. Also the citizens of Guangzhou's are very disappointed that we let them down in such a way. We have to offer now asylum to all those Chinese which were able to make it to Bulgaria. I fear that nothing good will come from the west now; my advice now to you sir is that we should straighten our military presence at once as the Chinese have already. We can’t trust them now; they haven’t shown any willingness for corporation. They only talk about how they suffer from Veliki Preslav, hmmm (President) tell the major at Veliki Preslav to reduce some cultural pressure if it’s possible. Sir I don’t think this will have any effect due to the cultural buildings we have build in that city, at present that city is producing around 210 culture, switching production will drop it close to 160 which still is a lot. I understand that but let’s show the Chinese that we are willing to do what we can. But move in our forces to the border cities ones again, we can’t have our cities with no defense at all while the Chinese muster huge numbers on the border. Also send a telegram to Hua Guofeng the Chinese Foreign Minister and update her on our decisions and let see what will be her reply. Tell her also that this is the last attempt that we make to improve our relationships with China. No more will Bulgaria sacrifice her own resources and well being for someone else’s.

                                The news from the New Republic was so exciting about the founding of the UN and the Choson were, in particular, mentioned in the international reports. He felt proud about this fact. The Choson always prided peace and being magnaminous towards other nations. The Tan-gun legacy worked well for the Choson.

                                Yung wanted to propose that the North Star be made the first Secretary General of the UN when the forums for dialog are open.
