I don't know about YOU, but when I make a story in the story thread it is in order to explain what is going on in the game. The different leaders REPRESENT the playing style I am going to utilize, the "discussions" (your words) that my characters have are there to REPRESENT what I am thinking about in my head, the stories about riots or unrest are to REPRESENT the actual civil disorder in a city, or the parades to REPRESENT we love the king day.
Is any of this making sense to you?
This is not a role-playing game, this is a diplogame. You are allowed to write stories because it helps with the diplomacy part, the point of the game though, is NOT to make things up but to conduct diplomacy. My only point is that we are letting this get out of hand to a degree that it becomes difficult to distinguish an actual terrorist attack (in China, and apparently in America) from a fake story that not only has no bearing on any events in the game (Prussia's story) or is scientifically impossible in the game (Prussia's story). This isn't black and white the way you are presenting it, but more grey. When I make up a leader, such as Carlos V, that is nowhere similar to making up an entirely false story based on NOTHING to accuse a country of terrorism. Now you may say, well he can make false accusations. But in this sense he is not just making an accusation, he wrote a "story" about how the event unfolded, and how his first-daughter was killed. That is not an accusation, that is writing in as FACT.
Now, when Lz accused me of attacking his Frigate (which by the way never occured) that was merely an accusation, he didn't write a story about the boys on the ship who lost their lives in the attack, because it wouldn't be fair to me. Do you understand what I am trying to say? It is okay to accuse a state of something, but it is NOT okay to make a story about it, thus making it "true" in the terms of the game.
All I am saying is, remember what we're playing; Civilization IV...
The only suggestion I have is this: If everything (diplomacy wise) is based off of events that occur in-game, time would slow down drastically, wouldn't it? I mean, countries don't just stop while we aren't playing the game, things unfold, and putting it in a story arbitrarily without any basis to it, can also be a way of how we are thinking.
CyberShy made a very good point; I could have totally made up that story just to point out one of the characters in my story was conducting a conspiracy to declare war on Russia.

Make up whatever you want, but respect the influence of the other players. Don't hijack other player's characters, leaders, or policies. Don't misquote them or misrepresent them unless you really want to make an enemy out of them. Even then, it takes alot of fun out of the game if "agents" from my country are out and about doing stuff other people say, but I never wanted them to.
In this case all the talk and claims about terrorists and spies have to do with, you guessed it, real terrorists and spies. I have the right to toss acusations because I've suffered quite a bit. When other people do the same, it sort of cheapens the effect. Its not that you can't, but you kind of force me to say "yeah, but the real terrorists are here." And then it regrades into cowboys and indians, bang bang, I got you, you're dead, no I'm not.

I completely understand your point.
I realize that what I posted might have been too drastic against the Russians, but I never really did anything that would not make sense or be unfair to a third party (except the helicopters and stealth part).
My story could have easily have been an accusation in different form.

Prussia's story is a classic "look what evil nation has done to us, we must declare war on them"-thing. like the most recent iraq war... it has nothing to do with the realities of the situation, but a wily government\intelligence agency can make a whole henhouse out of one feather (or no feather) if they wish to. it is fully your right to do this as you represent the government\intelligence agency claiming it.
that it is false and baseless is another matter altogether, but you (may) need to justify a war declaration by creating some pretext. it is merely an extension to the principle of stories growing from ingame events, it has just come full circle where stories precede and lead to ingame events.

The session went really well and we hardly had any connection problems save, maybe, a couple. There never was a world war, but Germany in America got into it, and I believe Germany lost two cities (Lyons and Orleans I believe). It seems Germany is now aligned with America, but it is difficult to tell at this point how that will play out.
The Space race, and thus the end of the game has begun... unless of course we play until 2040 or whatever it is, that could be cool.
But regardless, it seems HOTW V is nearing its end and I think we're getting Lz back next session, hopefully he doesn't flip out when he discovers he lost some cities.

@Prussia: nobody is at war anymore, but Germany and America were at war. The German fascist governament provoked the Americans with several terroristic actions and sply flights over American ground. After the Germans even claimed the city of Washington of America the peace loving president Lincoln was murdered. George W. Bush promised the people to end the German agression. He was elected by 93% of the american people and did what he promised: he ended the german fascistic regime and freed the former french cities of Orleans and Lyons. The people of these cities cheered when the American tanks entered the city and united all the French again.
