Though I am here only as an observer, I feel compelled to mention that I and my colleagues are in support of the motion introduced by Secretary General Thatcher.
TO: Francisco Franco, Prime Minister of Spain FROM: President Balaji Vishwanath Bhatt SUBJECT: United Nations Peace Proposal
Our nations have been friends for many generations, and indeed remain allies even today. However I am worried the Sino-Soviet conflict may drive our two nations apart, and even set our troops against each other in a deadly war. I aim to avoid this if at all possible so I am writing to urge you accept the terms of the UN peace proposal.
The proposal put forward by Secretary General Thatcher is both strong and fair, and together with the reperations put forward by former Secretary General Gandhi I think we have a suitable response both for past and future acts of sabatoge on your Chinese ally.
I have heard talk that Spain intends to reject this treaty and support China in a war against Russia. As you know India has a limited defense treaty with the RSSR. If they are invaded by two or more powers then our treaty is triggered and India comes to the defense of Russia. This is not an outcome I would like to see.
We recognize the harm the RSSR has done, and thus we support the UN sanctions against Russia including, if need be, a limited Chinese-Russian war, however we will not see our ally ganged up on by multiple nations. Once again, I strongly urge Spain to accept all the terms of the UN treaty or India will enforce it with the force of arms.

Dear Secretary General,
I am pleased that you have done a proposal to end the hostilities between Russia and China. I applaude your hard work and recognize that you've done your best to do a fair and good job.
I don't want to reject your proposal straight away, but I have important issues with it. If you can repair these issues America will support your resolution.
Firstly, I think it's unthinkable that Russian cities can be given to China. It's unheard of that the total population of a city can be given away. We're not living in the middle ages anymore. If the leaders of a nation are criminals we must remove these leaders. If Russian individuals are behind the attacks, then these individuals should be put on trial. Please remove this absurd penalty to the Russian people and come with a better proposal.
The same counts of course for the situation in which a 3rd country is involved with terroristic attacks. We cannot take over souvereign nations and divide them among each other. America cannot backup such resolutions. Neither will America respect such a resolution if it's accepted by the United Nations. Again I say: if crimes of war are done, then those who are responsible should pay for it. Not innocent citizen.
Lastly I reject your 5th proposal to give military troops to China in some situations to fight against the Russians. I though the UN was founded to end war, not to support war.
If you can alter these proposals then America will reconsider it if we will support it.
America is after China the 2nd nation of Terra which has suffered for acts of terrorism. Eventhough our nation mourns for the death of many miners near Robingthon we still stand firm on our principals. We do not want to claim life for the lives we lost. We do not want to bring suffering to those who suffer under them who brought suffering to us. If Germany is behind the acts of Terra, or Russia, or any other nation on Terra, or any independant group, then those who are responsible shall pay for it. Not those who are innocent. I urge you to walk the path of wisdom, secretary general.
sincerely,
Abraham Lincoln

As a symbolic gesture of India's commitment to peace in the world, we have adopted a new change to our national flag. Incorporating the Ashoka Chakra overlayed on our traditional tri-color, we will for the first time honor the Emperor Ashoka and his commitment to peace in the world.

"Ah! Welcome back Herr. Kimpler from your vacation! I hope it was satisfactory..."
"Yes, Günther, my headaches have almost gone. I feel like a new man!"
"While you have been away, there have been some interresting developments in international diplomacy..
A UN proposal for 'peace' is on the table, giving a little 'piece' of Russia to the Chinese"
"Good for them!"
"The only downside is that the National Socialists of Zion will not be able to help their struggle, and acchieve 'piece' with them..."
"Damn! My headaches are returning! What else?"
Günther: "The heathen Americans can't seem to protect their most valuable sites from terrorists. An iron mine went up in smoke, and I fear The Temple of Solomon will be next! You know how they missmanage the Holy Temple!"
Kimpler: "I thought we had reassurances that the Temple would be respected and safe! Aaaargh! The Templar wing of the Levi are constantly reminding me of the neglect of the Holy Temple... Anything else?"
"The Inca are not totally dependable these days.. I'm not sure they will help the National front if push comes to shove."
"At least Franco has made progress, we must support their plight against the communist plage!"
"Yes Hauptfuhrer!"
"Send messages to the UN explaining that Germany will support its commitments to the Resource Defence Coallision, IF the Spanish sees it fit to join the Chinese in a Police action!"
"Yes Hauptfuhrer!"
"Give the insuffreable Americans a message that Germany has no capability for espionage, and if they cannot keep the Temple safe, WE WILL!!!"
*thud*
"Helga! Get the Hauptfuhrer some water! - You mustn't over excert yourself mein fuhrer..."
Chiang Kai-shek, China's represenative to the UN read a formal statment concerning the potental for war.
"China has decided to decline to support the initiative put forward by the English leadership. Our decision is based on many ideas and is not a declaration of war, but a dismissal of a fundamentally flawed plan."
"First, the proposal dodges its responsibility of maintiaining world order by placing the burden of fighting a just war against terrorist states, whomever they may be, solely on the backs of China. In essence, you seek to avoid conflict not by assuring justice, and containing those who have commited crimes against humanity, but instead by threatening and containing the victims of such crimes."
"What we have a case of here is many nations attempting to wash their hands of their responsibility to justice. When it is convienent to do so, these nations will flee from what is right in order to enrich themselves. They will speak highly of peace, then support friends who commit acts of war. In the end they are only serving their own interests, and ignoring the higher ideals that this organization was designed to achieve."
"We encourage the United Nations to rewrite a proposal that adresses the following:
- Rejects finanical and military support of the terrorist state, but not the victim state.
- Views governments who support and harbor terrorism as acts of war.
"In exchange, China will put its forces on stand by until the identity of the inflitrators can be 100% identified. This also allows the terrorist state one last chance to abandon its campaign of death to avoid our just retribution. There will be no war unless those outside of China desire it and bring it to China once more."

FROM: Kimpler, Germany
Dear Franco!
I hope you are well. These times are troubling indeed.
I hear rumours that the Americans think that the National Socialists of Zion are sponsoring terrorist acts near the Holy Temple of Zion. This is just LIES! We would protect them if they had joined the Resource Defence Coallision, but instread they foolishly stay out of the defensive police pact, AND LOOK WHAT HAPPENS?
The Temple, I fear, may be in danger since the heathen Americans cannot even defend their most valuable commodities, let alone a down prioritized Holy site of Zion! Oh, they speak of good will towards the Jewish people, yet they taunt our National Party and the code of the Templar order of Levi!
The Templars of Levi are on the move, I can feel it... I must please them, they hold the key to our national traditions and the mood of the People.
On this matter I hope you will support us as we support your struggle against the communist terrorists. But know this: The Germans are still strong allies with the English and hopefully still the Inca! The Resource Defence Coallision is a means to an end to marxist terrorism, NOT an eternal allianse.
Let me quote the Holy Book of Levi:
The winemaker needs his tools to weed the groves, but he leaves the tools when evening comes and the time comes to dine with his family.

We are pleased that the Indian government is listening to the Voice of the people, and have turned to National and Traditional ways of government with the incorporation of Emperor Ashoka's mark on the Indian National symbol.
Germany and the National Socialists of Zion hopes that efforts will be made to further the importance of national tradition in India, and that you, the government, follow the examples of Franco of Spain and our Hauptfuhrer, Azimov Kimpler, to unite the people in a hope for the future, based on past Glory!
Please join us at the embassy for dinner to celebrate the new Flag!

BLAM BLAM!
Yaroslav'l, Russia...
The world was teetering on the brink of war, or was it? Newly elected UN Secretary General Brian Thatcher had made a contraversial move in suggesting in this draft proposal that not only would the Sino-Soviet conflict be solved by only the Chinese and Russians, but also gave China a blank mandate to attack the Russians, and further allowed the international community to intervene if Russia had succeded in the war. While the draft proposal gained both acclaim and dissent more attacks occured in America and China; the former against a mine and the latter against the Beijing suburb of WuXai. Both attacks called for more action from the UN, the Chinese claiming that the attacks have gone from strategic targets to murderous attacks upon Chinese civilians. The Americans, for their part, blamed the Germans for the assault on their mines, however the Germans responded by denying such attacks, and further citing America's inability to protect Jewish holy sites within their country. Thatcher's plan seemed unable to stop the onslaught of these "state sponsored terrorist attacks," and the world searched for answers as war loomed on the horizon.
Meanwhile in Yaroslav'l the few remaining members of the Spanish Liberal party made their way hastily to Delhi for two purposes; the first was to help write the Madrid Monitor, which was exiled from Spain when Franco took power, and the second was to go to the UN. A stop at Yaroslav'l was planned to pay homage to the Christian homeland...
"Sr. Suarez, right this way." the Russian priest said, as he directed the Spaniards to a private room in the back, he carefully shut the door and locked it behind them. "I'm sorry, you'll have to excuse me, the Soviets support us but only as a political tool. They would probably be very interested in knowing you are here" the priest explained.
"We should be gone shortly" Adolfo Suarez-Gonzalez replied "Um, are you going to remain here?"
"Well, I intend-" the priest said, a couple of the Spaniards reached into their jackets, indicating they were armed, "Y-yes, I will be leaving now, please lock up when you leave."
The priest hurried from the door, and gave one last smile and nod before leaving "Sr. Suarez" General Rigoberto (yes the same one from the last post) Montoya said "We should hurry quickly, the boat will be at the docks soon, and if we aren't there on time they'll leave for certain."
"Relax Rigo, I'll just be a moment" Suarez said, as he dropped to his knees in front of the bible and crucifix in the room, he opened it to his favorite passage and read from it silently. He smiled and placed his hand upon the book...
My Lord, you have challenged our people, you have challenged me to a divine task. We have come under the sway of heathen dogs, who would use your own words against your people, and who would use the pious people of Spain for their own greed and power. We understand the light of peace seems dim now, but trust in your power to convince the world of their mistakes. I understand it is man who must do great works on Earth, for God has given Earth to man. I understand we have made folly of this gift, we have killed, maimed, stolen, raped, and pillaged, no man or culture is innocent of these deeds for we have all reaped the benefits of such atrocities. This man Franco is no saint, and while he professes to love the culture of Spain, and thus Catholicism, he is a devil. He lies, and creates death and sorrow, he must be punished oh Lord, but I am not the man to do it. I ask you though, to be merciful upon Spain, no matter what they decide to do. Please do not punish the innocent for the misdeeds of the wicked, and save this world from chaos.
"Alright Adolfo, we've gotta get out of here!" Rigo said anxiously.
"Don't worry, we've got time" Suarez said as he rose to his feet and fixed his suit "We'll be in Delhi in no time..."

Fear has token our nation.
Fellow Americans died while they were doing their jobs.
Wifes became widdows, children will never see their fathers again. They cry, and we cry with them.
I call for a day of mourning tomorrow. The American governament will pay an ammount of $1000 to all families who lost a father, a husband, a brother or a child. Money cannot repair the damage that has harmed their life. It may help them to pay the rent and eat for a long time, which is the least America can do for them.
Are we in danger? Is America not safe anymore?
Is their need for pannic? I say NO!
Since the attack on the mines the defense of our cities has been modernised and doubled. All cities are patrolled by militairs who carry the newest weapons. We are friends with our neighbours on the west, the Indians, who have promised to protect us from whatever that may come. We have our friends on the south, the Germans, who have been our friends since the dawn of man. Many americans share their faith of Judaism, the ground of our nation.
But what about the rumors? Are the Germans behind the attacks on the mines? There is no evidence for this and I call upon you, fellow Americans, to not spread baseless insults to our long term friends. We have investigated the place of the explosion, we have investigated all that could lead to the causers of the act of terror, and we found nothing that directs to Germany. I want to end this for once and for all.
I call upon you to watch upon your fellow Americans, only together we can defend this nation. Only together we can defend our peace and our safety. You are America! And if we are together there is no enemy that can hit us and no evil that can harm us.
Don't ask what your country can do for you, but ask what you can do for your country! We can be proud to be American! For we received an injury, but recovered and are healthy now to see tomorrow!
I end this letter to you with an ancient american song.
Let is inspire you and let it inspire me!
Your Prime Minister,
Abraham Lincoln
From where the lengthy river sings
and the Martin Mountains dance
To where the wave of the Great Sea rings
and the gold in our rice fields glance
We will live in joy and freedom
We will rejoy! Come what may!
We will be friends with whomever may come!
And live in peace our American Way!

TO: Hauptfuhrer Azimov Kimpler FROM: Generalissimo Francisco Franco y Bahamonde
Most noble Azimov,
We understand that the English and Germans have been your allies for some time now, and that the Resource Defense Pact is not an eternal alliance, however we feel that it was founded in order to PROTECT nations such as Russia, England and America from attacks of this nature and to PROTECT the resources vital to national interests and destinies.
Our missive to the English, which they have clearly shared with you, was not to prod or threaten them but to remind them of their dedication to the cause of peace. Should the UN allow for war? Or stop war? That is our question, and in Secretary Thatcher's draft proposal he lineates a scenario in which they will accept a war between Russia and China, but not allow China's allies to protect her interests. This is what we have a problem with.
We did not mean to say that England is bound to fight wars simply because Spain, or China, or any other nation wishes them to do so. We only want England to realize the importance of the matter; thus far the attacks have continued and grown more violent in scope. The UN needs a leader who is willing to get to the bottom of these attacks, and if necessary respond to them.
Thank you, and as always Heil Kimpler!
Your friend,
Francisco Franco y Bahamonde.

TO: Hauptfuhrer Azimov Kimpler FROM: Prime Minister Atahuallpa XXIV
My dear Hauptfuhrer,
It was a pleasure to have lunch with you last week, and an honour to finnally associate myself with you. I hope we can have such a meeting again soon.
I have become aware of your concern over the recent attacks on American soil, and can understand your protective nature over The Temple of Solomon. I also am aware that we have had some shaky relations so far, but I want to remind you that we share your interests. We wish The Temple of Solomon to remain as safe as possible as well, but it does belong to the Americans and they have every right to protect it in their own way. The Incan people wish for such conflicts to end immediately and indefinetely, as to extinguish any hope of this escalating into something bigger.
That put aside, I would like to ask you your opinion on the recent UN resolution being passed by UN Secretary General Brian Thatcher. Inca sames the same fury that the United Nations would even CONSIDER any action that in the slightest bit might attempt at promoting war. It makes Inca start to think about why we would become a member of an organization that is supposed to diffuse tensions, but only gives security to people who might have started them in the first place. What about you?
May the sun-god bring you eternal glory,
Atahuallpa XXIV

I thank you friend of the prosperous future of Terra for your letter. I will try to stay the forces that whish to see the Schwastika over the Temple courtyard, but I fear the Sons of Levi are gaining momentum.
Germany and the Faterland's navy will support any police action necessary to secure the territory under the RDC! America is not a part of our coallision, but I fear the Templars would seize the oppurtunity to secure the Temple if a state of emergency was declared with Germany hunting down terrorists. I fear they would see parts of America as Jewish lands without any thought of international agreements.
Please find the terrorists, and aim the our Nationalist fury in the right direction.
