  • We do apologize to the American State. In our time of crisis, many of the Chinese people believed that America was involved in the funding of terrorist activities due to your unique economy. Its clear that the American Government's position is not one that is supportive of terrorism, however China is concerned with some of your stances, which ultimately led to these suspitions.

    To China these terrorist attacks are evil and outright acts of war. America's neutral stances and diplomatic tones with the Russian Communists gave the impression of an America that supports a terrorist state.

    Although a mere policy of containment cannot bring an end to global terrorism, we encourage America to cut all ties with the Russian Communist terrorists. Public opinion within China currently does not favor America, but swift action on the part of America's leader to make sure it is on the side of right could change the view of the people.

    • The Falange March on Madrid

      While the Liberal Party of Spain held a great deal of power, wealth, and ultimately legitemacy (they were the founders of the Spanish Republic) the tenor of international politics led many Spaniards (particularly the youth) to embrace the ideas of the Falange. The Falange was an amalgam of Nationalist, Socialist, and Traditionalist forces that charged the Spanish people with their firebrand speeches, vast parades, and show of military force (often their rallies would be accompanied by the local militia, marching in goose-step fashion). The death of Prince Fernando Diaz de Castilla y Aragon III marked the end of the imperial family as Spain knew it; there were a few remaining relatives (all directly lineated from Gaspar Guzman de Olivares) but in general any ties to the original imperial line were now severed. This gave the Falange, and particularly their charismatic young leader Francisco Franco, the chance to take full control of the party from the Traditionalists who urged Prime Minister Prim y Prats to reinstall the old Spanish monarchy. Franco realized his time had come, and he organized the march on Madrid...

      Thousands upon thousands of Spaniards took to the streets of Madrid in support of their new party. The Falange had taken steps in recent months to counter Prim's "Grand Coalition" with one of their own; one based on Socialism, Catholicism, and the return of Spain to its "Golden Era." This event was even more volatile considering the backdroup of international tension and mistrust - the tension between the Chinese and Russians mounted to a fevered pitch and the United Nations seemed unwilling to do anything. For their part, the Liberal government of Spain was unable to do much to help the UN, an organization they idealogically supported completely. Prime Minister Prim y Prats' policy of appeasing his opponents in Parliament only gave more power to the Falange as Franco took the stage...


      [i]Brave and mighty Spaniards! Today I call upon you to save your country from the vile oppression of the Marxists and their evil institution, the "so-called" United Nations. Our Prime Minister, the once-mighty General Juan Prim y Prats has no clue how to handle the world's tension, and the obvious Marxist insurrection. He has blindly supported the United Nations, a body that is seemingly under full control of Indian authorities, and seems to be indirectly supporting horrible attacks against the people and territory of our great allies the Chinese. I urge all Spaniards, and people of Terra, to force the United Nations to take some responsibility for their lack of action, by any means necessary! Our Prime Minister says he will send our Foreign Minister, the elderly and inexperienced Francisco Serrano y Dominguez to Delhi to help resolve this issue. But in my mind, noble Spaniards, this is nothing but a technicality, there will be no Security Council meeting, there doesn't have to be. Gandhi and his Marxist buddies know exactly what they are doing, but the real question should be why? Why the attacks against the Chinese? They have focused their attention on oil, coal, and gold. They clearly have a strategic end in mind, if this was politically motivated where are the terrorist leaders that take responsibility? Why is nobody being apprehended? Why is a nation as rich and powerful as India powerless to do anything about it? I'll tell you why Spain, because they don't want to. This is part of their plan, and if they believe they can do this to OUR ally, our brothers in China without their comeuppance they are sorely mistaken. Take to the polls, oust this ineffective government, they have lost their way! Viva España! Viva la Falange Española!

      The crowd burst into applause, and began to salute Franco. This was a terrible sign for the Prime Minister; he realized that something was amiss in the United Nations, but he had no proof and he could do nothing but hope that the wheels would turn until justice was done. It was difficult in such a situation to explain to the Spanish people what was going on, even he didn't know. He looked over the masses in Madrid from his offices and shook his head, "look at them!" he thought to himself "they are so enthralled, so prepared to fight for this man Franco, and I am trying to make peace, I am trying to fix this problem! Why can't Gandhi just do his fu-", just then Jose Diaz entered the room.

      "Presidente, Presidente! Something terrible has happened!" he said rushing towards the Prime Minister, handing him some papers.

      "Jose, what is this about?" Prime Minister Prim asked, he was already stressed out by Franco's rally "What is this, a police report?"

      "Yes, it is Miguel Primo de Rivera sir..."

      On June 19th, 1620 a member of the Falange named Angel Esparza fired a shot into the head of Traditionalist leader Miguel Primo de Rivera, the de facto leader of the Falange coalition in Parliament. Thus making Francisco Franco y Bahamonde the official head of the coalition. The assassination of the royalist changed the entire look of the Falange party, which went from a simple coalition group to a proper political force. Many Spaniards who were uneasy about Primo de Rivera's idea to bring back the imperial family, the monarchy, and the Catholic church had now flocked to the Falange under Franco. With the Liberal party losing favor (due to their inability to solve the Chinese-Russian issue peacefully), and the Falange gaining increasing popularity it was quite obvious that if Prim y Prats didn't move quickly the Liberals would lose control and Spain would fall under the sway of a militant and radical group. Prime Minister Prim y Prats called an emergency meeting of the Liberal Party to be held in the Kremlin, the purpose of the meeting would be to discuss plans for the next election and to see whether or not they can assuage the Chinese-Russian tension without war. Unfortunately for them history was not in their favor...

      • Official statement of the American administration

        America accepts the apologizes of China.
        America once against wants to declare that there are no diplomatic, economic or any other connections between Russia and America. These connections are all closed after the American king condemned the execution of the Russian royals.

        America condemns all terroristic activities.
        America condemns the war propaganda from China and Germany and urges these nations to follow the route of the United Nations. China and Germany accuse the UN of slow procedures which are caused by China and Germany. So far America hasn't seen any official request to the United Nations to investigate these activities of terrorism.

        America STILL offers to host a tribunale to investigate both the origins of the terroristic activities and to bring justice upon the former Russian royals. America never received a reaction to this from Germany nor China.

        America notices that Germany has already started the war machine. Therefor I wonder, do China and Germany look for war and do they use the terroristic activities as an excuse? In other words, is war unavoidable?

        Besides that does America worry that it'll be sucked into a war it doesn't want to be involved in. Both Germany and China have declared multiple times already that it suspects America, and eventhough China apologizes, it still continues to doubt the American neutral position.

        Can we now please all get our brains together and work on a peacefull civilized solution to this problem?

          I write both of you directly to share my concern over the recent troubles around Terra. In Spain we have found it difficult to reconcile our Liberal government with the UN's inability to solve the Chinese-Russian issue, or its apparent disinterest in doing so. Our position is one of support for the United Nations; however, we operate in a democratic system of government and the majority of Spanish citizens believe that the UN is doing nothing about the attacks against our allies.

          And while you are not OBLIGATED to mend this, I know you are very "busy" at the moment, but you must realize that your organization was established to prevent wars from occuring by consensus and discussion. So far no plans have been introduced to ease this, and I can almost guarantee you that if we can't resolve this quickly Parliament will change and our Liberal government will surely be ousted.

          I understand you are not in the business of effecting a state's internal affairs, however this has drastic implications for everyone. The Falange is a militaristic organization, its leader will do anything to obtain power, and potentially has already murdered his colleague and Spanish military official Miguel Primo de Rivera. I know this is much information, and potentially more than I should be divulging, but I can only say with great worry that the settlement of the Russian-Chinese issues could keep Spain's fragile government in order.

          If the United Nations is truly dedicated to ending war, you should consider what I have told you. I am doing my best to keep Spain from joining the ranks of those who clamor for blood, for revenge. But I can't do it by myself, and I am asking, nay, begging the UN to please bring these terrorists to justice, else there will be more death and more destruction. I am sorry to say this Gandhi, but if this occurs the blood will be on YOUR hands.

            As you correctly note the UN was established to prevent wars from occuring by consensus and discussion. However that is impossible when world governments such as yours and such as the Germans & Chinese refuse to discuss anything. The UN is simply a collection of member nations, and has no independent power beyond that of its member nations, so when our member nations fail to engage in discussion over this matter and fail to do anything but call for war, what is the UN supposed to do?

            Honestly I ask the world, what do you expect the United Nations to do? It is increasingly seeming as if the only option the world will find acceptable is if the UN itself declares war on Russia (and perhaps America & India as well).

            Let me remind everyone of the structure and function of the United Nations. We are a collection of each of the major nation's representatives. Our body designed for dealing with international crisises such as this is the Security Council of which Germany, China, Russia, America, England, India, Spain & the Inca are a member. Each nation has an equal role in the organization. India has no more power in the UN than any other nation. As Secretary General I do not represent India and am not beholden to India.

            Finally a full report and recommendation from my office will emerge soon in response to the list of evidence presented by the Chinese. Without revealing too much, it does indeed seem to be a damning case against Russia, and I thank China for assembling such a comprehensive report.

            As we all condemn the terrorism in China, I hope all nations join me in condemning the terrorist sponsored political assassination in Spain.

              • Press Conference at United Nations Headquarters in Madras

                The press room of the UN Building is packed shoulder to shoulder by reporters and cameramen speaking in a dozen different languages. All expectently waiting for an announcement from the UN about the Chinese situation. The murmors quickly quiet down as two men walk out from behind the curtain.

                Chief UN Inspector William Gladstone, takes the podium first. After adjusting the microphone, he begins to speak, "Just a few short comments from myself and Secretary General Gandhi and then we will open up the floor for questions."

                "Let me begin by saying the Chinese authorities have been very helpful during our investigation. After review of the assembled Chinese report and after interviews of Chinese oil workers and others in the area it does indeed seem Russia is the most plausible sponsor for the acts of sabatoge in China. While the evidence is by no means conclusive, it does point strongly in the direction of the RSSR. There seems to be no evidence however of Chinese claims of American and Indian involvement."

                Dozens of flash bulbs go off as Gladstone steps aside and Gandhi moves in toward the microphone. "Chief Inspector Gladstone's full report has been delivered to the Security Council and the matter is now in their hands. I would like also to say that we have received a request by the German Ambassador to reopen discussion on the nuclear weapons ban passed by the General Assembly a few short months ago. In my opinion it is inadvisable to do so as these weapons pose a grave threat to humanity, but it is of course not my call to make so the nuclear weapons ban will be put back on the agenda for the next session. That is all thank you."

                More flash bulbs - the broken glass begins to collect on the carpet.

                "We will now accept questions."

                The room reacts in a frenzy of arm waving as reporters leap to their feet and do whatever they can to attract the attention of the Secretary General.

                "Yes, squinty, go ahead." Gandhi was fond of nicknames for the regulars of the United Nations press corps.

                "Lao Ming, Beijing Dispatch, the Chinese government has called for a military operation to locate and destroy the training camp for the Russian terrorists, is a military option currently on the table?"

                "That will be up to the Security Council to decide, however that does not seem to be a necessary nor prudent step at this time, and would only further jeopardize the peace and security of the world. To propose such a drastic option before other means have been attempted is a brash and dangeorus move."

                "What options will you recommend the Security Council consider?"

                "First I would like to give the Russian authorities time to give a proper response to the report and the accusations leveled against them. Beyond that, I recommend a full range of economic sanctions placed on the RSSR until such time they can commit to a ceasation of all sabatoge activities. It may be necessary to place the RSSR spy training facilities under UN surveillance until such time as world tensions and hostilities have died down. All options will be on the table at the meeting. Ok.. someone new.. old man, yer up."

                "Ian Adkinton, London Times, the nuclear weapon ban... what exactly is a nuclear weapon and why were they banned in the first place? Sounds like new fangled technology to me."

                "Yes indeed, new fangled and terribly deadly. While only theoretical at this point, prominent scientists such as the former German physicist Albert Einstein have conjectured a single bomb harnessing the power of fission would be capable of leveling an entire city. If attached to a rocket of the kind England and others have developed the threat to mankind's survival would be the most dire we have ever faced. Yes, fish eye."

                "Donatello Rodriguez, Madrid Monitor, isn't it true though that such dire warnings are only hypothesis'? There is little to no hard evidence as to the effects these weapons - if even possible - would have. Isn't it premature to ban a weapon that doesn't even exist? Conversely, it seems unwise to ban the development of a technology that could very well have many beneficial uses for society."

                "Well I'm sure that will be the discussion before the Security Council. Alright everyone, that is enough for tonight. Good night."

                      England was both rejoicing and fearing.

                      The NSEW Alliance had yielded superb results as each member nation now enjoyed the most luxurious economies in the world. Rocketry led to a vision of exploration beyond Terra. Where did we come from? How did we get here. The successive Conservative regimes culminating in Edward Heath as Prime Minister saw the establishment of a great new Apollo Project, to build a spaceship for extra-terrestrial exploration and eventual settlement of planets beyond Terra – a place for HOTW7.

                      Democracy had taken such a strong hold it became inconceivable that Governmental change was possible. Conservative governments held sway despite strong labour movements. Harold Wilson was the leader of the Labour Party and was working behind the scenes to fully support the Apollo Project. It had captured the imagination of the entire nation.

                      But when reports came in of terrorist attacks in Vandal, the city where the Apollo Project was being built, it was clear that other nations, or at least one other nation, did not share England’s vision.

                      Heath was being challenged by Margaret Thatcher as the current leader of the Conservative Party and as Prime Minister. Public opinion was being swayed by the terrorist attack. They succeeded in destroying England’s only source of coal and Thatcher was cultivating the fear to depose Heath and move England onto a war footing.

                      Wilson as the Labour leader would have to bide his time, such was the fury within the nation over the terrorist attacks.

                      India’s attempt to set up a workable UN was a premature joke. Thatcher abstained from the UN resolution to ban nuclear weapons and was annoyed at the obvious Indian disdain for true world consensus

                      The UN puppet of the Indian government was behaving disrespectfully and avoidance of UN manipulation was imperative.

                      The offer from China for resource security came at a perfect time and England seeks resource security. Her space ambitions depended on it.

                      The Chinese evidence was clear cut as far as Thatcher was concerned. England had not yet built Scotland Yard and the sabotage of the Vandal coal mine was clearly not done by Germany, Spain, China or the Inca. America, being so close to Vandal was immediately suspected but apparently they do not have Scotland Yard. However, it is believed amongst the most influential English Conservative politicians that America was probably gifted a spy to perform the attack on the English Apollo Project.

                      Thatcher also harnessed the English love of the monarchy and King Charles II related stories of the Russian assassination of Alfred the Great in ages long ago. Yes, it was the Russians that killed Alfred, for Alfred was the sacker of Novgorod. King Charles II father, Charles I, had passed down this story throughout generations and Thatcher was in over drive in convincing the English public that England must mobilise for war. The UN would do nothing. All they had done so far was to trick the world into banning nuclear weapons – very convenient if you are manipulating espionage attempts on a global scale.

                      Germany’s request for the issue to be re-discussed was interesting but Thatcher’s policy was total abstinence of any UN resolution. England would not buy into a scheme of trickery. China’s approach made much more sense and a new strategic arrangement will be forged with China if our allies agreed.

                      Harold Wilson was very concerned about this but there was no way he could get the Labour Party into government. It was Thatcher’s time and he would have to wait, hoping that the English war machine would never be used…

                          Also the Chinese have to agree to the private message deal that they proposed earlier, and we will make a deal with them on the division of resources in the frozen north! Where is our fleet stationed at the moment?"

                          "Send a private message to Franco that we will support him any way we can, given that he forces that rat Prats to appologize to the world for Bremen!"

                          "Yes Hauptfuhrer!"

                          "Also: Give word of our conditions, and willingness to support a resource alliance to the English, Inca and Chinese."

                          "Yes mein Herr!" Günther leaves the bathroom.

                              Germany is glad to see the hard stance of England on the issue of nuclear weapons, and we embrace your view!

                              We suggest that we join the Chinese-Spanish Resource Pact, but since the Spanish humiliated our faith at Bremen, we have to see if Franco can restore order to Spain, and get rid of that rat, Prats, sitting at the helm...

                                Your words ring throughout the world, and show little willingness to abide by our demands for the UN to take action against the unlawfull marxist government in Russia.

                                Anastasia is the rightfull heir to Russia, and Germany has decided to take matters into their own hands, and join the Resource Pact of the Chinese to protect future technological advancement, if the UN can't put together an international task-force to remove the marxist threat!

                                On the matter of Nuclear Weapons we also see NO willingness to put the matter up for a vote. Traditional values are gathering momentum in Terra, and yet there are no signs of the UN putting the question of Nuclear weapons back on the table for the protection of said values!

                                Germany will not tollerate such flimsy attitudes.
