  • An Appeal to the God-Fearing People of the World

After this summit, I am convinced of the Debasity that the godless Indians have fallen into. Indeed, this is a result of the overthrow of all that is Right and Proper, and the Defiance of the Divine Right of Rulers. I call upon all with the Holy Spirit within them to rise up against the Armies of Darkness, in a Righteous Crusade for Justice, Peace and Order.

    Pope Paul IV

Please note that the views of the Pope, whatever they may be, do not reflect the views of the Tsar. Russia has no interest in destablizing her near and dear neighbor and ally any more than she already is. As stated, Russia will remain neutral in the conflict, and send her armies south to act as observers. We ask that no other nation involve themselves in the conflict.

      • The German delegation verifies that the summary provided by the Russian Prime Minister is accurate and truthful to the letter.

Furthermore, as we have agreed with Russia, Germany will assist America in its defence, and defence only, until such a time that the Indian people realise that the bloodthirst of their leaders will lead to nothing but suffering.

        • The Incan government informs all nations that, as stated publicly by the Sapa Inca, we wish no further involvement in current or future military undertakings by members, or former members of the Star Alliance. This is by no means a resignation to the Star Alliance, for we are as ever committed to the true spirit of the Alliance, which is to ensure an edcuate balance of powers in the world and to guarantee the safety and wellbeing of all its member nations and protect them from possible aggretions from the Indo-Russian alliance, Chinese or Spanish. The Star Alliance should and will not be involved in local or domestic issues, as is the current American-Indian crisis.

We would also like to officially inform that the Inca's have, for many years now, and will continue to promote a Policy of Isolationism. The reasons are well known. Involvement in other nations quarrels, be them justified or not, has cost us dearly in blood and land, and the scar left on our country by the Novgorod tragedy and the Spanish betrayal is deep.

          • Alfred might have been a good soldier, a leader of men in battle but when his Queen goes missing he fails dismally in matters of bureaucracy and Foreign Affairs.

            ---

Manning had been at sea on a long journey a secret mission that most nations in the world had come to realise was a joint conquest of the New World with the Inca. In fact his galleon clipped ever so closely to a Chinese caravel West of Vandal.

            ---

But back in Berlin he was able to more rapidly get in touch with Sir Alfred.

Manning was furious that England had lost touch with the international community at such a critical time. The kudos that was Englands for defusing the Boston war was being lost, for it was England that first offered 50 gold to India to cede Boston peaceably to America. Even the Americans thought that sheer force would twist the Indian arm but Manning thought a show of arms was preferable to actually using them. The American diplomatic manner was atrocious and he was certain that a peaceful resolution was possible without force of arms. No deaths at all.

England had known nothing of this plan and was one of the first to seek peace talks. And unlike Spain who always calls for peace in a biased way, at least the English can criticise her allies and broker peace in a neutral fashion. This is what he believed was Russias strength also and sure enough a Summit was held in Russia he now discovered. And balance and compromise were the order of the day.

Lets be clear though. England has always supported Americas defence and the loss of Boston was always a sore to be healed if the international community were to move ahead. The Pope could see this. He is a fine man. The language of the Spanish, Americans and Indians, however, are the least diplomatic in the world although the former 2 have improved their ways of late. Manning was quite shocked by some of the abusive missives in the international arena. But he was out of date now. Things had moved on. India was erratic and dangerous.

It was a time for steady hands and calm thoughts.

He knew that Germany could be completely relied upon to this end, and sensed the same of Russia and France.

America had become meloncholy. It touched the hearts of many English to hear the last words of Ro. Possibly the last words.

            ---

Queen Elizabeth has disappeared but rumours were flying around London and, indeed Moscow, although only Manning knew anything about that. Some say she was in America, others in India in hiding with with Rho.

Alfred scoffed at these rumours and would hear of nothing ever so slightly scandalous about his Queen.

            ---

Manning publicly supported the Inca Foreign policy. Both nations had lurched from poor beginnings, few or no wonders in Englands case, multiple wars not of their making, and poor resources to a point now where at least some reasonable land now beckoned. With stability on the Inca Russia border and India contained by a non aggressive defence pact in the South it looked like a time of promise.

                • Delhi, India...

General Balboa of the Conquistadors smiled as he spoke to Colonel Martinez, there was much tension in the air as the two awaited the results of the summit in Moscow. General Balboa knew that the Spanish military was fully in support of Rajaraja Chola (well, at least General Chavez was) and that if the summit results came back poorly war would be the result. "So Luis" he said to Colonel Martinez "Are you ready for war?"

The Colonel cracked a slight smile "Nobody is, it's like asking if I am ready for death Don Balboa" he suveyed the area, Delhi was a bustling city "Hard to believe this city used to be demolished, or will be demolished. Hard to believe people who have gone through such things would want it again, its easy for us to declare and fight wars General, never have Spain's borders been penetrated by belligerent foreign entities."

"Yes, indeed." the General said, he didn't want to seem weak, but he knew this was a foolish endeavor "You know, when I left my wife, I told her I'd be back."

"We all do that General." the Colonel replied.

"So young, and so wise!" the General retorted "But no, we left to explore the world, to travel and spread the word of peace, Spanish peace. Now, I cant help but think we were lied to."

"Well, it depends on the terminology. They are our superiors, so they are not bound to tell us anything, therefore whatever they tell us, including misinformation can not be seen as a lie. It is not our place to determine what is a lie, and what our orders are you see. Perhaps as a General, and a nobleman, it is difficult for your to reconcile these ideas, but it is true. A serf like me, a lucky one maybe, but a serf none-the-less; we understand such things. A lie is not a lie if your lordship tells you so." the Colonel quipped.

A small garrison of Indian defenders quickly marched by, the Spaniards watched them, knowingly.

"Well, muchachos!" the General said, pulling his horse in the direction of his men "So it begins!"

                  Madrid...

The painter finally finished the portrait of Maria and Carlos, it had taken him four hours and the Emperor was nervous about the results of the Summit in Moscow. Unfortunately the Emperor was unable to attend due to the birth of two children, Phillip II and Carlos VI, to his wife Maria. Which added three children to the court (the child of his sister Isabella II also stayed with the Emperor as his father was executed years ago), creating a quite tumultuous situation at home; let alone the tension in the south.

"Isn't it lovely darling?" the Queen asked the Emperor, as she gazed at the painting.

"I look quite dull, don't I?" the Emperor asked.

"Thoughtful, your excellency." the Painter said with a smile.

"Alright, you are dismissed." the Emperor said, as soon as the painter left the room Don Pedro Abarca de Bolea ran in, in a quite disheveled state might I add.

"Pedro, my word!" the Queen said, dramatically placing her hands over her mouth "Your wig! You are bald!"

"Your Highness, thank you for pointing out my lack of preparedness, and for coming in such a state, but I have the minutes from the meeting as compiled by the Russians." he said, handing them over to Carlos "And a statement was issued by the Pope, it is quite distressing."

The Emperor surveyed the minutes quickly "So the Indians left the meeting, it figures. This pretty much looks like what I expected to occur Pedro, what is so damned distressing?"

                  "This, your Excellency..."

                  Pope Paul IV
The Emperor slowly looked up at Maria, who didn't look pleased with any of this.

"What does it say? Carlos! What does it say?" the Queen asked.

"Maria, please, go to your chambers, I must speak with Pedro privately."

                  "Carlos-" she said.

"I will tell you directly afterwards, I must speak with Pedro privately, the less you hear the safer you will be, believe me." the Emperor said "Now please darling, do not make me use the guards."

"Very well," she said, "I shall see you shortly?"

                  "Yes, very."

The Queen left the room, Carlos removed his hat and slowly walked towards his throne "Please Pedro, tell me something good!"

"Well my Lord, we have two options neutrality or war. Quite honestly, we don't have much a pretense for war, and the fact that we were prepared for it was distressing to me from the begining." the Foreign Minister explained.

"We prepared for war to stave off the increasing economic hardships, we are spending too much money on improvements, that was the only reason for it. Now our Generals have this mindset of battling, and war. We have no need for it, our Holy father the Pope decries the war effort, we shouldn't help the Indians." the Emperor thought out loud.

"Your Majesty, they will certainly be destroyed. The Russians have seemed to abandon them, perhaps for fear of an Anglo-Incan invasion of Russia? Who knows."

"Very well Pedro, summon my entourage. We will go to Russia, we will speak with the Pope, then perhaps we shall go to India and speak with Rajaraja Chola." the Emperor said finally.

                  What will come of this?

And thus Emperor Carlos V made his way into Russia to speak with the Pope. Was it fair for Russia to turn their backs on their allies? Was this situation cleverly orchestrated from Berlin like suspected? What was Spain to do, as a Catholic nation? He didn't have the answers, he knew he had a military that was ready for war, he knew he had a faith that didn't want him to go, and he knew he had a country that was powerful but un-involved. Did Spain, being so safe, and so rich, have an obligation to help find a solution to this conflict even after peace talks, summits, and negotiation failed? Quite honestly Carlos V had no clue what he would do next, but whatever his decision the world would change, he knew that much. So his men pressed on, east to Russia...

                  • The Visit to Russia...

General Chavez marched forward towards the priests, bishops, and cardinals that had assembled outside of the Papal Palace in Yaroslav'l. "I come ahead of the envoy of Carlos, Emperor of the Holy Spanish Empire. We have an urgent request of audience with his Holiness."

The Russian priests spoke quietly amongst themselves (in Russian obviously) before replying "Only the Emperor may enter, for warriors should not be allowed in a place of peace."

To which the General replied "Very well, but I will have you know our Emperor was once a great warrior."

"Understood, Yuri, позвольте этим людям войти!" the Russian priest said as the doors slowly opened.

"Only yourself and the Emperor." the Priest said, the General nodded and rode back to get Carlos....

No doubt you are already aware of the increasing tensions regarding the Southern Question. I am doing my best to avoid the outbreak of general war; however, in the event that talks fail, and war does break out, Russia will have no choice but to come to the defense of her Indian allies. The situation on the ground can hardly allow me to act otherwise.

In that event, I have a request to make of the Northern Alliance. That is, should the Southern Question lead to war, that England and Inca remain neutral parties to the conflict. Russia has no quarrel with you, and the events of the Great War have long past. It serves no one's interest to be dragged into a conflict wherein both sides are reluctant. Besides, I hear that you are in the process settling new and far-flung lands overseas. Surely, especially given the oft-cited constraints of land in the north, it will better serve the interest of the Northern Alliance to concentrate their energies on this colonization, rather than a wasteful continental war.

I await a quick and favorable response, and God save the Queen.

                      cc: The Capa of Inca

It is Russia's old friend Captain Manning who writes to you today.

Queen Elizabeth II of England I think is an error? I foresaw a prophecy that she would indeed one day exist but not in 1255AD.

Queen Elizabeth I is unavoidably detained. I can tell you and The Capa secretly and in good faith that she mourns for the decline and possible death of Rho. She loved him dearly and this explains why she waged war the way she did. Alfred did her bidding against my advise but they were both let down very badly. Rho did not love our Queen but she did always hold out hope. I can not say more on the matter but it is a confidence I convey to earn back the trust of Russia - like the good old days when fighting the Mongols alongside Mendoza (although none of his troops arrived).

I remain loyal to my Queen Elizabeth I.

I have been away on a long mission of late but have now caught up with events surrounding the Southern Situation.

                      My proposal is this:

IF any of the Star Alliance members provoke further attacks on Russia or her allies you will have of course no choice but to defend and support your allies.

BUT if no such attack occurs and the next act of aggression is by India, say, then I implore you to remain neutral and hold off any military involvement for a brief while.

I believe you will quickly see the Indians cease any further attacks.

This is the power you have to control world peace.

Simply hold off if India attacks first and wait a short while. Do not supply troops.

This I believe will avert any World War.

I'm convinced that my German 'friends' do not intend any war. But, like the English, do believe that America was justified in seeking the return of Boston. However her attitude and manner in so doing did shock England and Germany I believe.

I, Captain Manning, do reside in Berlin as you know and I did not get any sense that a war was about to commence by the Americans. I'm certain that my closeness to Germany, despite Elizabeth's misgivings, would have revealed to me any knowledge about Germany orchstrateing this war on Boston. I heard nothing and only learnt along with the rest of you when it happened.

This act by America was fully orchestrated by America.

                      Pleae consider my suggestions above.

I see many things in the future. I see a great, prosperous and peaceful Germany. I'm certain you do not need to fear them. They are a simlar breed to the Russians I find and I love that kind.

Also, any information you can provide me regarding the Summit I would be glad of.

                      Your truly,

I know that you do not desire to be a part of this. And you do not want to bring open war upon your people.

I understand that, and I respect that.
May I ask you though for your support. Diplomaticly, by asking India to not seek the path of war, and support our claims on Boston (a 100% american city, as has been proven).

Perhaps you want to support us with some military units, that we can lend for some years, or with money so we can upgrade our units. We will compensate you for this, either in the future, or if possible, immediately. With techs and money. If you want to help us this way, but you want to keep it secret, that's how it will be!

England continues to dipomatically support America as you can see by our announcements - even though there be criticisms there too.

As for war, I don't think it will be necessary. As long as Russia stays neutral and the Americans/French/Germans put up a defensive barrier.

                          Will talk again soon...

                          • Official Letter

His Catholic Majesty Carlos V, King of Aragon, King of Castille, King of Leon, Duke of Toledo and Emperor of the Holy Spanish Empire.

TO: King George Washington, Rajaraja Chola
FROM: Don Pedro Abarca de Bolea, Spanish Foreign Minister

News of new hostilities in the south has come to our attention, and in the name of the Catholic Pope in Russia we implore your countries to cease and dissist in this horrible war. Certainly peace can be brokered in some other way! Perhaps India could offer technologies for Boston? Perhaps India could provide a navy to America for Boston, so that America could expand.

In the end, we understand that this war has been created out of centuries of mistrust between your two nations. In essence - we understand. We can not judge you, that is for God Almighty, but what we can do is observe the conflict and make sure that aggression and hatred is not behind this struggle, we can observe and ensure that Boston is the sole purpose of this war. The Pope has assured us that Russia will not enter the fray unless provoked, the Pope has asked the nations of the English and Inca to display temperence and declare their neutrality. Spain will do likewise, in the manner of the most Holy state of Russia; we will remain neutral until otherwise provoked. You have our assurance.

Meanwhile we will attempt to broker some sort of agreement, it seems the city of Boston is at odds here, and there seem to be four options; (1) India take the city (2) America keep the city (3) The city be destroyed and never re-settled and finally (4) a neutral state takes control of the city until an agreement can be reached.

One of these four outcomes must occur, the first three are possibilities stemming from continue warfare. The final two could be done by other states who tire of this endless fighting. Spain hopes that cooler heads prevail, and awaits a response from the Rajaraja and King George.

                            Good day,

                            Don Pedro Abarca de Bolea

                            • "My lord. The Pope wishes for an audience with you."

"What is it now?" Peter looked up from his stacks of papers.

Shuisky looked a little nervous. "He wouldn't say, but he looks very vexed, to say the least."

Now the Tsar raised an eyebrow. "Oh? I can't imagine why." He smiled slightly. "Send him in."

Moments later, Pope Paul IV stormed into the Imperial Office, clutching a letter in his trembling hand. He flung it at the Tsar.

"What is the meaning on this, Tsar!? Why are there COSSACKS fighting in the Indian army!? I demand an explaination, in the name of all that is holy!!"

"I have no idea what you are talking about, your Holiness," Peter replied blandly, as he stood up. "The Imperial Army has been training Indian troops, as per our long-standing agreement. Surely you cannot ask me to turn them away."

"This is blasphemy against God," the Pope snarled. "You, you agreed to help spread the Gospel in the Jewish nations! Is this how you propose to do it!? Is it!? Answer me this!!"

"You are over-reacting. Sending missionaries and training troops are two completedly different issues. Besides, if the Germans could supply mercenaries to America, then Russia can train Indian soldiers. Are you asking me to turn my back on India, your Holiness?"

"I am asking you," Paul ground out, "to turn your back on these godless and depraved savages! They are in no way looking for peace! You saw that much! And you still support them!?"

"I support the interests of Russia, Pope." Peter looked sharply at him. "Least you forget, fully half of Russia is still 'godless and depraved'. Do you *want* me to tear my country apart? I may have given you and your Catholic Church prominance, Holiness, but do not think that I can't take that away."

Something flashed in the Pope's eyes, as they narrowed. "This is not the end of it," he cried, as he pointed a trembling finger at Peter. Then with a rustle of his robes and hurried footsteps, he was gone.

As Peter settled back in his chair, the Prime Minister re-entered the room, a clear look of worry now on his face.

"I told you this would happen, my lord."

"Yes, I have not forgotten. But you can't please all the people all the time, Shuisky. Despite what that old man says, we ignore India, or worse, antagonize her, at our own peril." He smiled slightly. "Oh, don't look so stressed out. I have my own plans for our ally."

                              "My lord?"

For answer, Peter turned his gaze to the symbol of the cross that adorned the door. Shuisky followed the gaze, and then nodded slightly.

                              "It shall be done."

                              • Draft long term peace accord 1288AD

World Announcement of draft peace accord: 17 May 1288AD

                                From: Captain Manning
                                To: All nations of Terra

I have not yet had the opportunity to speak with my allies, particularly the Inca, but I have a draft plan that may ease world tensions and lead to longer term peace.

This proposal is based on political pragmatism rather than any strong beliefs I may hold. But through this all nations may yet end up better off.

As you may have heard the Inca/English missions to conquer the "New World" are well underway. We would like to claim the entire New World for ourselves but personally I believe this is not helpfull to the smaller nations of the world.

                                The 3 point plan:

                                1) America returns Boston to India immediately.
                                2) The big powers provide the English or Inca with a settler each to be shipped to the New World in order that one new city is established for each of the three Southern states - France, America, Germany.
                                3) The 4 super powers declare no interest in settling the New World.

The advantage of this for everyone will be centuries if not infinite world peace and prosperity.

I may not have thought through all aspects of this plan but do believe it is a basis for discussion. Subsequent discussions will evolve between the Star Alliance member states regarding further development in the New World.

I will speak to the Inca as soon as I may and suggest a London Summit this week [OOC 30 mins prior to game start].

You are invited to partake of the finest English cuisine on the shores of Crab Beach - North London.

                                Menu:

                                * Crab pate on crab rye bread
                                * Crab de la carte
                                * Bully Beef Steaks imported from Rusia with fresh sated American vegetables
                                * Fine wines from ancient Inca estates and English ales

I would like to nominate the finest of friends and allies, the Capa of the Inca, as the chair of the Summit. I seek his advice.

                                Yours sincerely,

                                the Cap'n
