    I disagree that CE is not a good option for OCC.

    In particular, Bureaucracy leverages the CE, but not a SE.

    That said, there's nothing wrong with running cottages AND specialists.

      Speaking from experience, while you'll want a couple of cottages until you get hed rule and caste system, after that time specialists are better in every respect, and an SE is better than a CE.

        Speaking from experience, it's good to mix cottages and farms, depending on how many food resources you have. As you progress through the game, cottage over the farms. A CE is progressively better than a SE over the course of the game. A SE simply can't keep up once you're past your 10th GP or so.

            I've always done it along the path Krill discussed (not exactly the same) but it would be fun to see a comparison.
            It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple

              As for national wonders. moi statues is a must on seafood starts (my prefered). Oxford is a must. National epic, also a must. If I have a ton of forests at the start, I keep them and build the national park, that helps happiness and adds more specialists. If no forsest, globe theater. and even without the resources in my radius, I tend to build ironworks. I can trade for the resources. Course it's only a 50% bonus with National park, but still worth it.

                  It's only +2 health, but yeah, it is important and adds up to quite a bit over the course of the game, but after you get the NP it isn't as important. While you can get out the workers a little quicker, I figure fast workers give you the edge in improving your land (and you aren't going to want more than 3 anyway, really).

                  Gandhi's nice if you want a little flexibility, but considering it is OCC, I'd agree that there isn;t an awful lot of point in that flexibility.

                        Free Speech v. Bureaucracy doesn't even regisiter, bureaucracy wins every time. Majority of buildings boost beakers or gold, not commerce, so benefit just as much from specialists as cottages. Free specialists are also available under a SE, and more powerful because of representation whereas you need to run uni sufferage in a CE to get production.

                          A peaceful (and that means no bribing AIs to fight each other as well) SS win on monarch is quite straightforward if you have a couple of food specials without any cottaging.

                          Emperor is nigh on impossible thanks to the newly competent AI. I can get one out of 10 with a tweaked map (Rocky, small) and good food.

                          Leader would be either Peter or Bismarck.
