    Fact is, I can count the number of games of CIV I've actually played out long enough to get to the iron works on one hand. I typically have them beat or are beaten long before that and can't stand to follow through with the domination/teching/whatever to actually end the game and just restart.

      I hardly ever bother to build West Point and I think I've never built the Red Cross.

            It depends on the situation, of course, but I generally put Heroic Epic and West Point in my 2nd highest producer and keep Iron Works for my highest producer.

                I build the heroic epic ASAP in the best city I have. Buidling it in your #2 city or whever seems self-defeating; it might be good in the long run, but I want good units NOW.

                I don't really have fixed pairs. I generally think that every situation is different, and that an advantage now>an advantage later. West point, especally, I usually get quite late, and I don't wait for it.

                And red cross, I almost never build. By the time I've got that many hospitals, I'm rarely in a sitatuion where it seems like a medic unit is a big deal; by that point, it's usally either "bomb the city, roll the tanks in, let a few tanks heal in that city for a few turns while the rest of my army rolls on" or else it's "build those last few spaceship parts ASAP". (shrug) I build it once in a wihle, but it's not usually a priority.

                  There's a difference between not building West Point because you never managed to get a level 6 unit and not building West Point because you just don't want to. If you qualify for it, I can't imagine not building it. An extra 4 XP for every unit built in that city is huge, even for a non-warmonger. You get attacked on occasion.

                    Building high XP units can build up your military demographics, and can often keep you from being attacked. So even a peacful strategy can use the military wonders.

                                That should be trivial to discover via source code... see what the python calls to get the power number, and then look that up in the source (assuming python doesn't do the math itself, but it probably doesn't as that number is used elsewhere).
