Offhand, the thing I remember missing most in Civ IV is entertainer specialists. I find it annoying not having a way to deal with happiness problems in particular cities without having to boost cultural spending civ-wide. The situation is especially annoying when war weariness starts hitting a few of my cities (typically cities with "We yearn to join our motherland" unhappiness) a lot sooner than it does the majority of my civ.

Civics are an issue in general anyways: On one hand, i like the variety they bring, but on the other hand, i also liked the clear-cut republic/monarchy thing in previous versions (it adds a lot of atmosphere for me in the era around napoleon and shortly thereafter). Maybe not all combinations should be allowed, or the effects of civic-combos should be somewhat dynamic, giving one bonus only in conjunction with another civic. For example, i find it hardly believable, having emancipation have the same effect under a police state as under universal suffrage (or being possible with the former at all). Maybe we should research the civics as is, but only have distinct combos to choose from, or a have a main form of government (like republic, monarchy and so on) with attributes attached to it ("theocratic", "liberal"...) , and not every attribute goes with every type of government.
So i´d like to see more distinct kinds of governments, yet wihtout giving up on the civic-variety completely, abandoning only the unrealisitc combos of them. The path in middle, you know...

I liked civ 2 fundamentalism gov no coorupt no waste no unhappy money from happy buildings 10 free units from every city also the civ 3 or civ 2 scenarios always played better than the civ 4 ones. civ 4 scenarios seem to exclude happy resources or health resources. or you get low amount of turns and low production. the ancient ones are the worst of the bunch.

Got to think of this replying to an other thread:
Ship damage model from Civ2. When a ship got damaged, it movement points got reduced (though never lower than 2). As it has been in Civ3 and later, even heavily damaged ships can move at full speed away and out of sight to safe water. Adding this, and naval warfare would get a great improvement (BTS has already improved naval warfare, a good, first step)
