You cannot have popped a settler at noble level because it's not available. Chieftain and warlord, only. The way they calculate pops is you have a list in the XML for difficulty level, something like
1: High Gold
2: High Gold
3: Low Gold
4: Low Gold
5: Scout
6: Scout
7: Maps
8: Maps
9: Maps
0: Barbarians
That would be roughly noble level (I'm probably leaving something out but it's close). It randomly chooses a number, mod 10, and gives you whichever of those 10 that is chosen.
