Heh, I have not actually played Civilization 4 yet. I was in Malaysia at the time and failed to find a legitimate copy. Although I am now no longer there, it has been so long that I did not actually get into the game, but this new expansion might be a perfect opportunity to jump back in.Rome rules

I think the real reason why single player strats are imblance Spiffor is that the only way for the AI to act rationally is to play the game like a human. This would make the game unplayable for you for many reasons. So the game makers do not do it.
But it tottally ends the powergamers fun and effectivly turns SP into how to expoilt the AI and game ideas and interfaces to the max. There are only a few uber ideas in the game. Most gamers at heart are powergamers or purely casual gamers; and that is the real reason why hardly anyone plays TBS. Powergamers don't play because the gameplay is broken. Casual gamers don't play because the game play takes a long time and it is not flashy.
The only real way for TBS to be popular again is to make the game 100% for the powergamer. There is no gameplay difference if the uber-idea is 10%(Civ4) or 70% (Civ3) more effective than the next idea. They are both going to be played 100% of the time. In Civ4, the AI is watching if you're going to victory, and will try to prevent it, unless you really are best friends. At the very least, the AI won't trade techs with you if you're shooting for space victory.
And the AI has a "playerlike" memory: i.e it remembers the offenses of the early and mid-game, even though it is absurd from a historical perspective (who cares, in 1950 AD, that I stopped trading with them in 300 BC? Nobody in the real world).
