True, but you don't know when they started.

I agree. They may have begun work on Civ5 since they stopped working on Civ4 vanilla.

However, I wonder if three years would be enough time to make Civ5, even for the creators of Civ4...

Depends how many people they have on it and of what quality.

Well, at long as the final product comes out as something I like more than Civ3. Or else I'd probably just play Civ4 and SMAC (when anything), perhaps until Civ6 comes out.

There are a literally a million different things this "civilization content" could be

I doubt its CiV to early, they've only had one expansion pack thus far in otherwords they haven't milked civ4 for all its worth yet.

The press release mentioned that starting in fiscal 2008 (which begins Nov. 1 2007), "2K will have new content based on its Civilization franchise and other products, including both original intellectual property and third-party titles". This is most likely a Civ4 expansion pack, since it's too early for Civ5.

From this, the SECOND expansion pack may be set to release in November of 2007. If that is the time they plan to release the second expansion, then that would make sense to me and says NOTHING about Civ 5 at all.

There could be a third expansion set for 2008 as well of course.

I don't see how they could add enough decent, new and innovative content beyond XP2 for a 3rd expansion to be good.

Even a first expansion. With even Civ3 as it was, how could they even have done a CivFOUR? (tongue firmly implanted in cheek)

Look at some of the mods that have been put out by players as an example of just a sample of what can be done. Sure, some mods are very minor, but some are VERY interesting and add a lot to the game.

Is there a good site with an overview over the different mods available?
This space is empty... or is it?

I have played New Balance Mod and Hephmod (of which New Balance is a part). I particularly like the new civics they incorporate.

Dale's Combat Mod (stacked combat) I didn't care for because I couldn't follow how the battles worked. You had to turn off all the battle animations to prevent crashes due to the graphic engine. [EDIT1: Not even knowing where your troops were attacked and destroyed (and by what type of force) was not my cup of tea. Not having a feel for what to attack a defending stack with (and be succesful) was NOT comfortable!]

Better AI has its own subforum, at
http://forums.civfanatics.com/forumdisplay.php?f=245. If New Balance incorporated a finalized Better AI (they both use mutually exclusive dll files) it would be a great model for a new expansion. Or just a fantastic mod.

                                [EDIT2: There is no Edit2 (yet). ]
