There's lots of good Civs that could be added. You run into the problem of representing not only geographic areas but different cultures within one geographical areas, and different cultures inhabiting it at different times.
* Poland
* Prussia
* The Hebrews
* Sumeria
* The Hittites
* Assyria
* Italy
* Portugal
* Byzantium
* Phoenecia (kinda covered already)
* Mexico
* Canada
* Brazil
* Australia
* Australia (aboriginal)
* Any number of Balkan, Serbian, Slovakian cultures
* Ireland (yeah I know ... we have the Celts)
* At least one Caribbean culture could be represented
* Belgium (although ... well Belgium is just weird)
* At least one non-Indo-European culture ... Finland, probably
* Israel (distinguishable from the ancient Hebrews)
* Kenya
* Siam/the Thai people
Could go on forever! There's a number of Meso-American cultures that could be plundered as well. Ok bad choice of words.
Most of the civs on the list is already in the game by different means.
