Meh.. thats bull :P. Terrorism is such a huge part in history especially in modern days.
Oh and off-topic, whats up with the spy? Only communists get him? And he cant poison water anymore..thats one of the cooler things when I was told about this game :P (Im a bit of a sadist when it comes to my enemies)

The spy in Civ4 is often called "useless" and such, but her ability to destroy aluminum mines and delay production often mean the difference between winning and losing in a close space race. That is not "useless".
I personally would like to see spies come into the game a bit earlier, and perhaps get some additional abilities that are not game-breakers (disrupt research, spread unhappiness, etc), but they are not useless."Cunnilingus and Psychiatry have brought us to this..."

I don't understand how they reason though. I mean, nukes are usually not "politcally correct" from what I know but we can still create an abundance of them (well not me, cause I suck, but one day I will) and blow up the entire world, but we can't pour a little poison into a water container?
Oh well, still no answer. Are spies -only- available if you are a Communist?
