It's also referenced in this article on Slate. To quote: "... the European Union's draft constitution provides a mechanism for states to leave it. " (There is a relevant link in the body of the article.)
It does however mention that there is no such mechanism in the U.S.
EDIT: I should say, there is no legal way for a state to secede from the U.S. The land the state occupies is owned by the federal government and as such cannot be annexed (you can't just steal a state).
Even if a private person that owned enough land wanted to secede they would have to present reasonable argument to override Emminant Domain. Since the Supreme Court ruled that annexing personal land for a shopping mall falls under Emminant Domain I would guess cessation of secetion would most definately.
