The empire costs plus cultural borders in Civ 4 means that razing cities is effectively compulsory. Of course, there is already a diplo penalty from some civs for doing this, but it seems to me that if you couldn't raze cities, the whole game balance gets upset.
The difference between expansion packs and mods is like the difference between Star Trek on the screen and in the book store. Only what what is on the screen "counts". Mods are great but many will dismis your results or even how good a player you are if you don't run stock.
Perhaps what is needed would be something on the lines of small updates that add some functionality that would be much cheaper that you could download. Want expaded religion? $5 please. Flesh out (fill in the blank) $5 each please.
Things that only make minor changes need to be in free patches though. I would like to see an option (select when you start a custom game) that requries that you be at peace to win a domination game.

I want all new systems. I mean, as there is a Great People system and a Religion system, I believe those are good enough. I would like to see a leader sucession system, in which when a famous real life leader for that civilization comes up at that year (ie Washington for America at 1776), and a civil war system.
More ways to win and compete without being forced to resort to strategic warfare and landgrab.
Some kind of financial victory option, where you can become the world's banking nation and control the world's supply of gold?
Allowing the UN to send out 'peace-keeping' forces would be COOL - maybe a resolution could be passed in the UN to force peace between two nominated nations which are at war?

Something like this could be if a nation loses 1/4 of their land a vote could come up if the aggreser(s) should give up their new cities. If the vote succeds the aggreser(s) can either up their land of refuse. I a refusal happens the nations that voted for the aggreser(s) to give up their land will declare war.

That would be a great idea. (You could pick the family member with your favorite traits as your heir.)
I suspect a new expansion would focus on some aspect of the industrial/modern era since warlords is primarily focused on the early game.
Perhaps the much-clamored-for upgrades to espionage and diplomacy. Hopefully an emphasis on sea and air combat, possibly with additional helicopter units, nuclear subs and cruise missiles. I suspect that the additions of Stalin and Churchill may have set the stage for an official WWII scenario, which would mesh nicely with this theme.

Yes...excellent.
It would be nice to have an expansion pack that focused on something other than warfare (had enough of that already, civ is a pretty crappy wargame, it's much more than that) or scenarios (sorry, don't really play those) and if I had to pick just one thing, it would have to be diplomacy (including the UN). I'd, of course, like to see a more realistic and more fleshed-out UN that had multi-civ negotiations (even just the ability to have multi-civ negotiations would be great). Add in a few more treaties such as various trade agreements that give different bonuses, various aid packages for weaker civs - if you're being generous to them and not wiping them out of course , research pacts to focus on a single area (religious techs, military techs, etc.), etc. I'd also like to see treaties finally become actual treaties, with names and treaty lengths that the negotiating parties can decide (rather than the arbitray 20 turns).
Of course, I also believe that an expansion pack should not focus on one single aspect of the game, because it will only lead to that aspect being unbalanced, so along with the diplomacy stuff, I'll second the expansion of the naval game, especially early on - galleys are almost utterly useless as it is now, unless you have seafaring barbarians, which have been vary rare in my experiences or have access to nearby islands, which is again, rare.
I'd like to see the return of the barbarian camp, from civ3. The camp would spring up in the wilderness and spawn units, as in civ3, and if not destroyed in 40 turns (for example), would then convert to a city so that cities don't just appear out of nowhere as they do now. Single units of barbarians should still randomly pop up in the wilderness, rather than in camps, like they do now, don't remove that, the camp should be in addition to that. Also, I'd like to see the return of the barbarian hordes as well (if they occur in civ4 I have yet to see it). The hordes could spring up at around the 20 turn mark (again, just an example, but works with the 40 turns above) and go out and attack (not sit there like they did in civ3 sometimes), thus alerting the civs to the fact that there is a camp out there that they need to find before it becomes a city.
And perhaps a few more relatively minor things like more great people types, more resource types (definately), more terrain types (would be cool, especially the return of Sea from civ3), and some of the other minor things mentioned above.

Having x amount of gold.
Having x % happy people.

I'm quite sure it should be do-able to program some custom decision making for smarter AI mimicking human player.
For example:
if want to go war, build enough trebuchet/cats, use CR promos, build escort team, build support team etc. and really do aiming on taking an objective (getting a city).
Defintitly enhanced sea and air stratagy, along with UN, but aid packages? What reason would there be for those? Civ4 is most definitly not a sim, and I feel little sympathy the AI. If you feel bad go donate 20 gold.
