Yeah I agree. I suppose it would be nicely rounded if the bonus also extended to machine guns which are the quintessential defense unit.
It actually *does*. A little known fact of Civ IV is that Machine Guns are considered siege units. At this point though, I do still see protective to be very weak. Charismatic and imperialistic on the other hand are quite strong.

Not in an expansion named "Warlords", no. After all, what did you expect from that title? If it were an expansion named "Builders", that would be a different story. As a builder myself, I would buy the latter expansion even more eagerly, but I bet the general demographics tested better for "Warlords". I will still get it, cause I do get agressive now and then. Also, I dearly want some more leaders to play with and against.
But I am still going to wait for the next expansion pack called "Builders". I'm just positive there will be one.

Protective doesnt seem that weak to me. You are pretty much guaranteed to be safe until gunpowder, and you dont even have to start with any resources. Great for MP if you got shut out early and want to survive to see the mid game. Good news for SP too as the AI does love its archer defence, this might make the AI more robust.
And artillery coming out as 2xdrill+ 2x other promotions seems pretty powerful to me.

Fin is my favorite trait and the extra money combined with 25% cost reduction in promotions is great.
That combo seems tailor-made for a food rich start.

I am guessing the 25% reduction is for promoting to the next type of unit, rather than the number of experience points to add one more characteristic, e.g., drill III. Does anyone know for sure?

Only thing I can think of is that a protective leader would get a unit out of a barracks with 2 promotions (one for 2xp and another for 4xp) because of the reduction the promotion would come at 4 instead of 5.
But no bonus for the fighters under a Protective leader? Say, +10% chance to intercept? That would be a fitting homage to the flyers in the Battle of Britain.
