          I think that new Civs and Scenarios are cool, and add a lot of interesting features in the game, but I don't need to buy a expansion pack to get more civs - I can just download some. OK, the Firaxis' are usually better, but only new civs and scenarios aren't enought.
          As Warlords focus the war and millitary features, so I'd like to have a Civilization IV: Crusades, a expansion focused in the Religion of the game. I don't believe they would launch a expansion about a single Age, but probably there will be a mod about this.

            I think it would be weird having Oda Nobunaga as a leader for the Japanese, since he was a contemporary of Ieyasu Tokugawa (he was his close ally for a long while). Also, Nobunaga never succeeded in uniting Japan, so it's kinda hard to justify his being their leader.

              I think Meiji is a better choice. And he was considered by Firaxis for inclusion in the vanilla game.

                My vote has to go to the "Mo' Civs; Mo' Fun," camp. Mainly because CivIV's vanilla iteration came much more balanced and fundamentally functional than CivIII, such as the inclusion of working MP from day one. (Though there's the notable exception of those blasted catapults taking on riflemen.)

                Plus, the inclusion of multiple leaderheads with multiple traits means there are actually many, MANY more civs than CivIII ever enjoyed.

                I say, open the vaults, bring out Meiji! Tokugawa had his chance...

                  Tokugawa is too darn paranoid and xenophobic anyway. Meiji likes bringing in foreigners.

                      Looks quite solid to me! The only flaw that i can see is the lack of a North American Tribe (either Iroqouis or Lakota/Sioux).

                      My four leaders would be Meiji, Pericles, Darius, and El Cid.

                        The only reason they wouldn't include these would be if they were saving them up for Civ5, which would have to be very special indeed to beat CIV.

                        To be honest I'd rather have CIV with Warlords civs and leaders, existing ones, and the ones you suggested than have to endure a new vanilla Civ5 which will give us the same old 16 civs, and lead on through the cycle over and over. CIV is good enough to warrant that much 'milking'.

                        *That being said*, talented artists with a lot of spare time might come along who can make professional-looking animated UUs and leaderheads such that we wouldn't need Firaxis to do it. Others could program with the new editing tools to make really unique scenarios.

                        Now that would be awesome.

                        I am still thinking about dabbling into scenario creation myself.

                              Is the developers' kit powerful enough that someone could theoretically program vassal states into vanilla CIV?

                                Of course. Basically, the SDK is what Firaxis use to program vassal states and Generals into Warlords.
