Byzantines are a minor civ, which means noone can have diplomatic contact with them. They also don't found new cities (I think), can't win the game and behave much like Barbarians (although slightly more peaceful if you leave them alone). They're basically Barbarians with a different colour & flag...
Well, everyone's entitled to their own opinion... but one real upside of Civ4 is, almost anything can be modded in. For example, you want finite resources. Such a system could definitely be modded in using the SDK. Anything regarding scenarios is just a matter of personal preference.

Of course, if you don't like that you can always open up the file Earth1000AD.Civ4WorldBuilderSave in your PublicMaps folder and change MinorNationStatus of those two civs from 1 to 0.
One of the buttons takes you out of the editor. Without looking, I believe it's on the lower right. If you hover over them, I believe there's tooltips.

Ok. How do i open it up? Is there no seperate map editor? I double click on the file and then it goes 'error cannot loacte cd'. WTF? Its a DVD game! And its in the bloody machine.

Not to put too fine a point on it - Notepad.
It's just text. Just make sure when you save it you keep the file extension the same. (Notepad sticks .txt on when saving for some reason.)
