In either situation you can't talk to them, they were never intended to be major players who you could interact with normally. That was a deliberate design decision.

        Of course, if you don't like that you can always open up the file Earth1000AD.Civ4WorldBuilderSave in your PublicMaps folder and change MinorNationStatus of those two civs from 1 to 0.
