Having Universal Suffrage and Slavery simultaneously.
Ancient Greek democracy. There are slaves without rights, but the rest have civil and all other sorts of rights.
Having Free Speech and Police State simultaneously.
Not really any historic examples, but possible. You can say whatever you want, but if the state doesn't like what you say, it shoots or arrests you. Legally, this is what the USSR was.Solver, WePlayCiv Co-Administrator

You can also say that a Police State would mean a modern Autocratic government; e.g. one without elections. That plus Free Speech would mean that you can say whatever you want, but can't vote fot the leader. Eh.
And the description for "Universal Suffrage" in Civ4 clearly states that it is for every person within the nation, quite different from Athenian Democracy. I see no free speech here. Only official propaganda.
